Study On The Social Enterprise Operation Model Of Family Comprehensive Service Project In Guangzhou

As the government continues to invest in social services, Guangzhou family comprehensive service centers have been basically formed a new community service management system comprehensively which have provided a convenient and community service to the residents. Since the family comprehensive service centers have been established for four to five year, it still encounters some problems in funding, management of social work personnel, service professional and the center operation, which are all badly in need of solution.Corresponding with the family comprehensive service centers developing rapidly in the Pearl River Delta, social enterprises have been quietly rising around the world as an organization form emerging in recent years. At present, the social enterprise has different meanings all over the world, but it be recognized generally that it should consider both public welfare and commercial interests for it is the hand of getting public welfare. In Britain and the United States where the social enterprise develops well, they not only implement legislation in it, but also make it progress through innovative financing and developing intermediary organizations. In our country, scholars and the public welfare practitioners also carried out studies of social enterprises widely. The social enterprise operation model is divided into two categories in our country, which one is innovation in public welfare and the second one is creative in social enterprise by bring in market mechanism. The social enterprise, owing advantages in meeting diverse needs, and solving community employment problems for it’s flexibility and market competitiveness, has been widely accepted by society and became one of the important trends of social management innovation.When the social enterprise participate into family comprehensive service center, it should give priority to the basic public service and carry out part of operating convenient services. However, the basic public service should be free while the charge of operating convenient service can’t higher than the market price, and the center profit should be used for the center operation and the public service items. The government should formulate a strict access permission mechanism and recruit overtly social enterprises as providers for community service, and as the same time guide the Non- profit organization change to social enterprise actively as well as implement the thought and operation model of the social enterprise. About the cultivation of social enterprise, the government and all sectors of society should strengthen the cultivation and education as well as expand the social publicity, so that create a good develop environment for social enterprise.At the same time, it’s predictable that the social enterprise operation for family comprehensive service center will encounter various challenges including residents’ acceptance of service charge, family comprehensive service center itself business operation ability, and how to balance the public welfare and commercial goal preferably. In face of those problems and challenges, on the one hand the family comprehensive service center should do community service properly to get residents’ recognition, on the other hand it needs the government and relevant departments to adopt effective supervision and support in order to promote the family comprehensive service center develop in standardization and only under the efforts from parties, can it be consummated continuously. According to the development experience from foreign social enterprise and China local conditions, the author advice five aspects of solutions to solve the challenges the social enterprise operation model for family comprehensive service center encountered. The five solutions are :First:increase the government and social investment, give a help in finance, guide all sectors of society to support and participate into the social enterprise development.Second:strengthen the propaganda and promotion with the concept and successful case of social enterprise in order to enhance the social cognition degree and trust degree of it.Third:establish a low system for encouraging, normalizing and guiding the social enterprise develop.Fourth: explore an innovative mode of NPO’s marketing actively.
