Research On The Construction Of The Service Platform Of The Grassroots Social Security Center

As the key development project of our country at present,the social security system has made a detailed plan to strengthen the construction of social security system in our country at this stage since President Xi's 19 th Congress.According to the net of the bottom line,the establishment of a comprehensive framework,covering all people,urban and rural areas,clear responsibility to ensure a moderate,sustainable multi-level social security system.Full implementation of the National Insurance plan to achieve the 2035 universal Participation Plan:the basic realization of universal coverage of health insurance,but also to continue to improve the basic old-age insurance system for employees,including urban workers insurance and urban and rural residents insurance,to achieve the integration of China's endowment insurance;Perfecting the system of unemployment and work-related injury insurance,establishing a public service platform of social insurance with standard and fair and convenient.With the development of the society,the population of our country continues to improve,China's insurance personnel constantly rising.Although the social insurance system of our country is developing unceasingly,it still can't satisfy such huge population base.At present,the various insurance businesses in the country are assigned to the Human Resources Social Security Service center of the township or even the street through the insurance agencies.But as the business continues to increase the level of service windows increasingly difficult to match,the construction of grassroots service platform in the future there will be a huge challenge.However,as the direct and basic platform of communication between the Government and the people,the basic service platform can bring the communication effect and influence as well as the efficiency of other platforms.So the basic service platform is the key to the whole government service platform,want to do a good job of policy support and employment services we need to fix the grassroots Social Security Service platform.The full text consists of five parts:The first part is the introduction,through the study of social security system at home and abroad and through the study of professional platform to understand the social security system in the national and even international research and development and the status quo,summarize and introduce the human resources and Social Security Service platform of the main concept and role.To understand and explain the specific research methods and content.The second part introduces three basic concepts: Social Security Public Service platform,service-oriented government and social insurance Agency.This paper expounds the basic theories such as the new public management theory and the new public service theory,and provides the theoretical basis for the construction of the National Social Security Public Service platform,which is fair,normative and convenient.The third part analyzes the current situation of Kishu service platform,and probes into the standardization and industrialization of the service platform of the basic Social Insurance Center.In the forth part,this paper studies the construction of Social Security Center service platform in Jinan Lixia District,focusing on the investigation and analysis of four aspects,such as basic service facilities and office environment,Social Security business work status,staff service level and network information platform,and gives suggestions on the problems of grassroots service platform at present stage.For the grassroots Social security services Platform for the development and change to make suggestions.Part five is to improve the basic Social Security Center service facilities,improve the office environment,cultivate the work quality and ability of the grass-roots business personnel,build a better working team,optimize the service concept,enhance the service consciousness,strengthen the basic Social Security Service Platform "standardization,Informationization,integration" construction;provide suggestions for building Kishu and to strengthen the Internet Information Service Optimization platform services to provide recommendations.Through the analysis and exposition of the five parts of the thesis,in order to realize the problems and deficiencies faced by the basic units of the current social system,through the use of new public management,new public services and other related theories,combined with the practice of Jinan Lixia District Kishu,the author analyzes the existing problems in the excavation construction,and studies the construction measures to perfect the actual situation.To solve the difficulties faced in the construction of grassroots Social Security Center service platform,and put forward suggestions for building a better primary service center and accelerating our unified service platform.
