A Study On Problems Of The Responsibility Of The Government In The Construction Of Rural Social Old-age Service System

With the development of the market economy and the growing of China’s aging population, on the one hand, the number of the rural empty-nest households has increased rapidly, on the other hand, the function of family pension has continued to weaken. Pension services between supply and demand in rural areas have increasingly become contradicted, especially the life care issue, disease care issue, spirit comfort issue for the disabled elderly, semi-disabled elderly and senior elderly. These issues have been or are being exerted profound impact on the harmony and stability of the rural households and society, so Establishing and improving the rural social old-age service system has become an urgent problem. Rural social pension service system is an important part in the rural social security system. It is the only way to meet the challenges of aging population, and it is an effective guarantee of the interests of elderly farmers. However, in the rural social old-age service system construction process, the key to build China’s rural old-age service system is that the government locates and plays its roles well, and take the responsibility well. The responsibility of elderly pension services varies in different countries, such as, in some countries elderly pension services are entirely beard by the government, while others by multiple subject. However no matter what forms it is, the government should be primarily subject for the construction. But if there are the "offside","absence" and "dislocation" for the government in the rural social old-age service system construction, it would necessarily lead to the lag behind for the construction of rural social old-age service system Therefore, in the rural social pension service system, the first important issue to be solved. is the government how to play its roles, undertake its responsibilities and perform its functions.Combining with the information obtained from rural field survey, this thesis analyzes the demand and supply of old-age service in rural area and clears the necessity and urgency for the government to build rural social old-age service system. Then, this thesis discusses that what kind of the responsibility Chinese government should bear, and analyzes the relationship and the roles between the government and the community, family, non-profit organizations, enterprises. And then this thesis clears that the responsibilities of government is dominant and limited. This thesis specifically elaborates the responsibilities for government to bear in the construction of rural social old-age service system, such as system design responsibility, financial support, legal responsibility, supervisory assessment responsibility, publicity and education responsibility. And then, this thesis further reveals the problems of the responsibility of Chinese government in the construction of the rural social pension service and the causes. Subsequently, this paper studies the responsibility practice of Western governments in the old-age service system, and sums up it’s experiences. Finally, the thesis focuses on the government how to shoulder their own responsibilities and play a leading role in the construction of rural social old-age service system, and put forward a series of targeted suggestions.
