As an important aspect of highway BOT project negotiations and highway BOT project operation stage,the problem of rates involves many aspects,so in the process of construction and development of highway,it is particularly important to reasonably determine rates.To study the mechanism of how to determine the highway rates, have some certain positive meaning for the government and the project company.To some extent,it can also contribute to the successful completion of the highway BOT project.BOT highway projects related to the interests among the government,the project company and the road users three areas, the government and the project company can directly guarantee one’s own interests in the contact agreed process.road users can not participate in the negotiations,only through whether select the highway or not to ensure their own interests. Therefore,this article from the interests of road users,in order to pursue their differential effectiveness principle of pricing,at the same time,put forward the regulation fund to ensure that the project company and the pursuit of economic interests pursued by the government social benefits.BOT project fund is setted by the annual income of upper and lower (when the project income wasn’t up to the limit,the government with the initial fund regulation fund subsidies to the project company,when the project income was more than the ceiling,the project company need inject fund with the extent ceiling),adjust the income of the project company,in order to guarantee the company can gain reasonable earning,at the same time security the initial fund can use recycling.Articles can be roughly divided into five parts, the specific contents are as follows:First,described and explained of the research background,significance,contents,using the literature research to review the results both at home and abroad,and put forward the research purpose;Secondly,Defining.theories and concepts From the highway is a quasi-public goods, highway has a monopoly,externality freeway,highway infrastructure,social welfare which four aspects of social and economic as well as highway BOT model,BOT model pricing and so elaborate.Third,BOT projects ranging from highways to the government,the project company and the interests of road users,these three bodies were analyzed separately by constructing mathematical models to project the company to pursue the economic interests of the government,to pursue social interests and road users pursue the efficiency differential pricing in three aspects,and analysis advantages and disadvantages of these three methods of pricing, the finally,combining government and companies can participate directly in contract negotiations to ensure that the interests of one’s own reality,so road users will pursue differential pricing principles as efficiency,and proposed government regulation fund system to ensure the social interests and company of the project pursue the economic interests.Fourth,Revenue Adjustment Fund highway BOT project is the limit set by the project annual income (When the annual of the project does not reach the lower limit,the government regulator with an initial fund of funds to subsidize the project company,when the annual income of the project exceeds the upper limit,the project company will need to exceed the upper limit of that part of the revenue adjustment fund injection) adjust the project company’s revenue,protect the project company during the entire operation can be obtained at a reasonable return,while safeguarding the Fund’s initial fund regulation can be recycled (while safeguarding social benefits).By constructing a mathematical model to determine the amount of the upper and lower limits and the initial value adjustment fund,using the data to analysis it.Fifth,the conclusion.on the basis of the text of the summary,the writer proposed government departments to pricing the BOT project of the highway using the differential efficiency of road users pursuing,while establishing a BOT project adjustment fund system to protect the pursuit of social interests and the pursuit of economic interests,in order to determine a reasonable and effective highway BOT project pricing.
