Study On The Water Quality Security Of Shenzhen Water Group

China’s urban water supply security is facing the increasingly serious situation,water quality is deteriorating, all kinds of sudden water pollution accidents occur frequently, there is a big uncertainty risk in the safety of urban water quality. In order to improve the water quality security to prevent, reduce risk, reduce the hazard to health, there is an urgent need to establish strong technical support for water quality monitoring,early warning and emergency disposal. In this paper,carry out the research of water quality security of Shenzhen water group from the angle of enterprise operation and management. Firstly, reviews the development and current situation of risk management of urban water supply at home and abroad, summarizes the problem in the field of water quality risk management of water supply,the paper discusses the necessity of risk management of urban water supply. Secondly, summary the situation and experience of the application of enterprise internal control, analyzes the internal control of production process in the water supply enterprises. Through in-depth analysis of management status of Shenzhen urban water, water treatment plants, water transmission and distribution pipe network and the existing problems of quality security system, Study on and establish the water quality security system based on risk management and internal control theory which include the whole process monitoring and early warning, production process control and emergency disposal technology from the source to the tap water.In this paper, the main conclusions and innovations are as follows:(1) analyze of the existing situation and water quality of Shenzhen water quality security problem, by using the method of qualitative analysis of risk identification and risk analysis of water production process, the raw water quality, water purification process of mutation and transmission and distribution pipeline network is the key to affect the water quality. The water quality objectives for the business setting, risk identification and risk analysis, risk control measures, information communication and supervision management framework. (2) on the basis of risk management of water quality, internal control strategy is proposed in order to strengthen the monitoring of water quality risk indicators, improve the quality of internal control standards, the implementation of production process control, improve emergency response plan system from the point of view of enterprise management.(3) with the risk management and internal control in the practical application of water supply plant, achieve the water quality risk control, improve the water quality security level, maintain the qualified rate 100% of water quality for many years, water quality and safety incidents did not occur, the practice has achieved good results, to verify the effectiveness of the implementation of quality risk management and internal control.
