Research On The Internal Control Of YSH Water Resources Bureau Base On The Risk Management

YSH Water Resources Bureau is an administrative public enterprise which was approved by the State Council in the1980s and directly managed by Valley agencies of Ministry of Water Resources. It is mainly responsible for the rivers, dikes and controlling gate culvert project management and flood control task within the jurisdiction.Existing system of the public water resources enterprise represented by YSH Water Resources Bureau does not apply to The Internal Control of The Budget Department(for trial implementation). Also, it’s not conducive to play the role of internal control to prevent and control the risks to economic.Based on the learning of all kinds of literatures, the author finds some problems of the internal control of YSH Water Resources Bureau by means of literature analysis, Case Approach, and normative analysis. Also, the author makes several suggestions, including management thinking highly of the internal control, establishing a scientific incentive and accountability mechanism, accelerating system construction, strengthening information communication, more supervising, strengthening the cultural construction, and so on. It will be bound to improve the internal control of YSH Water Resources Bureau if we do that.
