Research On University Patent Transformation Based On Industry-university Strategic Alliance

In the knowledge-based economy, as part of the national innovation system, university should take advantage of the ability of science and technology innovation. Patent is the product from the innovation of university. The amounts of the patent applications and certifications of university are growing, but the problem of low university patent transformation rate is not solving. To solve this problem, we should comprehend the connotation of patent transformation, also we should make a comparison between patent transformation and patent and the related concepts. The paper notes that the concept of patent transformation emphasizes the outcome of products according to the patent, while qualitative change occurs in patent. The forms of patent implementation include manufacture, using, offering for sale, selling, importing of patents. But the forms will increase with the development of technology. Patents are transferred from the supplier to the recipient in the process of patent transfer. And, patent industrialization shows that the scale effect is driven by the patent.Then, the paper analysis the situation of university patent transformation, and concludes that the low rate of university patent transformation is due to the disjunction between the patent and the market, lacking of enthusiasm in research staff and patent transformation platform. In this way, we can solve the problems under the new relationship,namely industry-university strategic alliance, owing to the coordination of the goal, the interaction of resources and the innovation of organization structure. Under the relationship of the industry-university strategic alliance, the university should have a positive attitude towards the relationship and patent transformation, also the university and the industry should input resources during the process. In order to improve the utility of patent transformation, the paper considers that patent transformation organizational structure is needed to guarantee the process. As the consequence, to improve the relationship between the university and industry and the interaction of resources from the two main parts, the paper constructs the dynamic mechanism, the interactive mechanism and the organizational mechanism. Under the mechanism structure, it has a positive effect on the relationship in industry-university strategic alliance, the interaction of resources from the university and the industry in the process of patent transformation, the guarantee of structure. In practice, the paper points out that improving the dynamic mechanism, strengthening the interactive mechanism and constructing the organizational mechanism are key to the patent transformation. Also, the paper puts forward the measures what can be adopted in the process of university patent transformation based on the university-industry strategic alliance.
