The electric energy is carried by the electricity grid equipment materials. Strengthening the supervision of material quality is the basic work to ensure the high quality of material. In recent years, State Grid Zhejiang Electric Power Company (ZEPC) has achieved remarkable achievement in material quality supervision work. There are over 20,000 problems which has been collected and reported. There have been 408,567 pieces of smart electric meters found with problems. However, due to the negative effect of the planned economy policy over the past few decades, the quality monitoring system for goods are not complete, quality supervision work have not been emphasized, which make the quality supervision target still have not been reached, and there still are some other questions, such as the imperfect monitoring system, paying no attention to monitoring and so on. As a result, since year 2010, the high frequent occurrence of various quality problems in Zhejiang grid supplies have happened again and again, which is big threat to the construction of power grid and electrical safety.Based on above background and relative theories, at first, this paper will makes an analysis of the quality monitoring system application status of State Grid ZEPC in order to figure out the difficulties of different phases in material quality supervision, to analyze the main reason; Second, an optimum proposal should be put forward based on the status analysis. In order to design an optimum proposal, we should enhance the professional management concept, make clear of the procedure and responsibility of each job and explore a Quality Assistant Decision-making System which can analyze status, warn and apply, to design the suitable quality supervision system. Third, research on the consist improving procedure to implement the implementation of these procedure, through the method of improving the relevant technical standards and system, strengthening the training of communication, promoting the implementation of quality supervision, establishing evaluation mechanism and risk-warning safeguard measures to make sure the quality supervision system can run successfully. We can try our best to optimize the supervision system of material quality with the help of the growing application and improvement of Assistant Decision-making System in quality supervision. At last, based on the statistics analysis of preliminary results from January to September in 2014 of State Grid ZEPC, we will prove that the optimum proposal can improve the material quality, make the suppliers focus more on quality, to make sure the material installed are reliable as much as possible.In this thesis, we combine the theories with practices, adopt the information technology method into conventional goods and materials quality management, and develop the assistant decision-making system for quality monitoring, which offers a good reference for the optimization of application of quality monitoring, such as statistic analysis of ZEPC quality problems, and pre-warning for it.
