Study On The Development Strategies Of The High-Tech Zone In Zigong

Zigong high technology industrial development zone (short for "Zigong high-tech zone") was established in 1992, and was upgraded to national hi-tech industrial development zone by the State Council in 2011. Benefitted from the third-front construction and the inland migration of a large number of enterprises, Zigong high-tech zone has fulfilled its role in city construction, industry zone and social program, and seen its remarkable achievements in construction and development after 20 years of development. However, there’re still some challenges for its further development:(1) spatial arrangement; (2) industry position; (3) attraction of production ingredients.Now opportunity comes as the strategy of "multi-support" is put forward by Sichuan Provincial Party Committee in 2013. With the multi-support strategy, plans of "promote central city, strengthen economy by echelon, break through from the secondary, lay a solid foundation" is implemented, opening the journey to all-area development, multi-support co-prosperity, and a province with high economic power.To promote the long-term and high-efficient development of Zigong high-tech zone under this new circumstance, this paper refers to the development plans of Sichuan province and Zigong, studies from the following seven aspects:circumstance on the whole, long-term position, current situation, aim of industry, innovation system, merge of industry and city construction, management system and policy, which falls into three categories concerning the challenges faced by Zigong high-tech zone:I. Spatial Arrangement:strengthen regional connection to surrounding area based on the thoughts of merge, neighboring and distinguish; construct industry area, living quarters, touring area and the Southern new-tech area based on the principle of "separate services from manufacturing, centralize the management, separate different industries, develop a whole region and strengthen land management".II. Industry Position:the condition, goals and plans for further industry development are put forward based on Zigong’s reality and the reflection on the "3+2" pattern, where the 3 means energy-saving and environmental-friendly industry, equipment manufacturing industry, and new material industry, and the 2 means modern services and electronic information industry.III. Innovation Ingredients Attraction:through constructing the terrace for innovation, improving the passage and policy for innovative business grow, realize the ingredient merge of human source, capital and technology, hence to promote traditional industry upgrade and high-tech industry settling down. Besides, analysis is made to the construction of southern new-tech area and the formation of innovative area in the south of Sichuan province.The above studies show that:through overall arrangement of regional function, key industry and element supply, the development of innovation mode and industry gathering in Zigong can be realized.
