Study On Function Orientation And Industrial Structure Optimization Of Changchun High-tech Industrial Developing Zone

In order to promote the commercialization, industrialization and internalization of China's high-tech achievements, to complete and optimize the industrial structure and product structure in China, to promote scientific and technological progress in the national economy backbone of industry, and to rank in the world's largest economy in the 21st century, China establishes a group of National level high-tech development zone since 1991. As far as 2009, the number of China's high-tech development zone has reached 56, and the majority of the high-tech zones have become an important regional economic growth and dominant force of industrial structure upgrading. After the baptism of"first pioneering"and the"second pioneering", the development bases of high-tech zones have been solidified, independent scientific and technological innovation has also been strengthened, and gradually transits from industry dominated to innovation dominated phase. With developing zones entering a new period of development, what kind of function high-tech zone should undertake in economic development and how to adjust the industrial structure of the high-tech zones, which are the most important issues that the high-tech zones are facing in the re-development process. Changchun High-tech Industrial Developing Zone, as the first high-tech zone approved by the State Council, and as the entry point of promoting Jilin's old industrial bases, its precise functional orientation, the cultivation of leading industries, optimizing of industrial structure are all the focal point of rapid development of the high-tech zones.Based on the guidance of theory such as the Growth Pole Theory, Incubator Theory, Innovation Theory, Industrial District Theory, Industrial Cluster Theory, the Life-cycle Theory of high-tech enterprises and products, and Industrial Structure Optimization Theory, analyzing the present situation, problems exiting, and the trends, this paper fixes the function of Changchun High-tech Zone and coordinates its relationship with other developing zones in Changchun. Under the guidance of the fixed function, drawing on industrial developing experience of international and domestic Science and Technology Parks, the paper makes recommendations on the principle, strategic focus, and countermeasures of the industrial structure optimization in Changchun High-tech Zone, which provides a theoretic foundation and practical reference for further innovation and development of Changchun High-tech Zone, as well as the revitalization of Northeast old industrial base.
