At present, in the textile and apparel industry, many enterprises focus on how to reduce the cost of inventory and develop distribution channels, but the raw materials procurement in the upstream has failed to cause the attention that most domestic enterprises should have paid. Before the clothing industry has not been effective in relieving,improving forecast accuracy and shortening the procurement lead time are good measures for the enterprise survive and develop. Therefore, it’s necessary to study enterprises’ coordination mechanism to combine with the needs of current situation of the development of China’s textile and garment industry and purchasing process reengineering and purchasing mode transformation.This paper is based on procurement coordination mechanism of MS Apparel enterprise in Fujian as the research object. It studies two key issues on the procurement reengineering and procurement mode transformation by adopting the combination of qualitative and quantitative methods and application of empirical research process. Firstly, this paper introduces the concept of procurement coordination mechanism and the related theoretical basis. After analyzing the existing purchasing model and process of MS apparel enterprise it deeply analyzes the existing problems of the current procurement mechanism. There are several problems such as relationships with suppliers staying in a traditional way,the passive position in purchasing process of purchasing department,long transport transit link,long delivery lead time, and unreasonable demand forecasting method. Secondly, focus on the existing problems in the MS enterprise, it analyzes and optimizes purchasing coordination mechanism from the coordinate method (purchasing process reengineering) and coordination strategy (purchasing mode transformation).In the base of the existing procurement process model,this paper focuses on the suppliers’purchasing process of strategic and cooperative partnership For process reengineering in how to establish a good strategic partnership with suppliers, there’re three dimensional positioning models to classify the suppliers. During the process reengineering, on the basis of enterprise existing process models, this article adopts the Petri net theory to build, decompose and optimize the procurement process model for MS apparel enterprises. After that, the enterprise can save the time of sample detection for one day, the time of internal inspection for two days, the time of traffic in transit for two days,the time of rework for four days because of the sample unqualified production and the time of material quality detecting unqualified production for three to eight weeks. In the mode transformation, on the basis of JIT theory, this article analyzes the applicable object for fast fashion and the implementation method and procedure, at the same time it also proposes the establishment of JIT procurement coordination mechanism for the middle-end product of the MS apparel enterprise. On the base of the Stackelberg model, we established the JIT coordination mechanism model of the different needs of multi stage and multi batch, took C3015 basis of suit for example to divided a purchase cycle into six purchase cycle and used MATLAB simulation optimization tools to work out optimal purchasing batch, procurement lead time, system of rewards and punishment degree. Optimized results:the purchasing cycle are shortened from 30 to 90 days, reduced to 27 hours, and for designing to finish product process are shortened from 180 days to 270 days, reduced to about 60 days. Purchasing lead time are shortened from 720-2160h to 25-200h.
