Port as the gateway to our China opening to the outside world, business, manufacture and related services sectors clutch places, land and sea transport arteries goods, storage of goods overseas, distribution and dispatch centers, is an important infrastructure to improve port city and the local economy and even the national economy. However, the construction of the port often involves huge investment, under investment will make its construction be in trouble. BOT(Build Operate Transfer)financing mode with its unique advantages, gets more and more government attention, and provides a new channel for the port construction project financing. However, the BOT project due to the long duration, the high cost, wide rage has grate risk. If there is no in-depth analysis of risk factors in its construction process and appropriate disposal, may case the failure of the project. Therefore, this article takes Qingdao Dongjiakou Port as the research object, the system recognizes Qingdao Dongjiakou port construction projects under the BOT financing model of risk factors, and is evaluated, according to the evaluation results to choose the key risk factors and proposed response plan, provides some reference to the Qingdao Dongjiakou Port BOT parties involved in the project financing, and Qingdao Dongjiakou Port has important practical significance in the successful construction of BOT mode.This paper aims to study the identification, evaluation and disposition under Qingdao Dongjiakou Port BOT financing model of risk factors. First it elaborates the concept of BOT financing model, characteristics, main actors, operation methods and development at home and abroad, importantly analyzes the types and risk management processes under the BOT financing mode port construction project risks. Second it introduces and analyzes the Qingdao Dongjiakou Port planning and macroeconomic environment, combines with the theory of BOT financing model, bases on the Hall D model, establishes the port of Qingdao Dongjiakou Port BOT project financing risks Hall dimensional model structure. Through the different dimensions of the model joint brainstorming to recognize the Qingdao Dongjiakou Port risk factors of BOT financing mode. Then use the GAHP to identified risk factors to quantify. Through group decision weighting of each index of the whole after sorting, combing the weight coefficient of each expert, integrates to calculate the weight sorting vector group. According to the group after recording integrated vector, to choose a more critical under Qingdao Dongjiakou Port BOT financing model risk factors. Finally, for the disposal of selected key risk factors gives recommendations, and develops risk response strategies. And establishes risk early warning system to further improve the risk management system and comprehensively and timely oversights and controls the risks under the BOT financing model Dongjiakou Port Construction.
