With the rapid development of our national economy and urbanization.The number of elevators are more than three millions in china,it is the first in the world. In the meantime,the frequent elevator accidents and events are affecting the public safety, Elevator accidents have hurt public security and Seriously affected people’s health and social development, how to supervise the elevator efficiently has aroused public attention, and becomes to a new subject which needs to be solved urgently by government.Now The traditional supervision modes are becoming more and more unsuitable for the new development. Firstly, the elevator supervise model can not match the growth speed of elevator. Secondly, there are still such problems as small scale, weak competitiveness, industry barrier in the equipment inspection, it lead to a big gap Compared with Foreign developed countries; Thirdly, there are a certain amounts of weaknesses existing at the grass-root level and the work of elevator safety supervision has been approached to a bottleneck stage.However, it is a comfort to see that the govement have realize these questions and take measures to solve it recent years. <Special Equipment Safety Law of the People’s Republic of China> has Enforcement in from January 1. 2014, It is the first law about special equipment safety supervision in china, the plan about govenment functioning transformation of Special Equipment will Execute recently. Local governments are trying to reform the current supervision mode of elevator.This paper reseach the elevator supervise of grass-root level and make some suggestionsThe paper include five parts.Part one, illustrate the background, research meaning and research method, introduce the study status at home and abroad; Part two, define some related terminology and classify the theories. Such as the New Public Service Theory and the Accident-Causing Theory; Part three, introduce the Yuhua District elevator safety supervision and to design the survey on Yuhua District elevator safety supervision situation; Part four, together, summarize, analyze the research results and find the problems existing in Yuhua District Shijiazhuang City supervision system, expound the cause of the problems. Part five, introduce the conclusion of this survey and make some proposals on how to Improve the elevator security supervision, such as improve laws and regulations perfect the management system; transforming the government function, strengthen the basic capacity-building etc.
