Study On Government Public Service In The Transformation Of Resource-based Cities

Resource-based cities have made great contribution to our country’s economic development for a long time. As the optimization and adjustment of economic structure in our country, the development of resource-based cities comes across many problems,the transformation of resource-based cities has become an important content of China’s economic sustainable development, meanwhile causes various social aspects’ concern. In the transformation of resource-based cities, government’s role of public service no needs to say, In the new period the issue faced by the Government of the resource-type cities is not only a suitable substitute industries for the city, more critical is to scientifically examine the city’s own situation, providing good public services for urban transformation and development. This requires comprehensive reference governments’ public service experience of resources-based city which transition success at home and abroad under the base of scientific theory and specific city, proposed the government public service initiatives to complete in the basis of the detailed analysis, in order to effectively promote the transformation of the urban development.Pingdingshan City known as the central plains coal is the biggest resource-based city in Henan province, the country’s fifth largest coal industry base, provided a rich coal resources for our country’s industrialization in the period of planned economy. After the reform and opening up, with coal resource’s development and processing industry the economy of Pingdingshan has achieved a long-term and rapid development, level of economic development in Henan province. After entering the new century, with the profound change of economic development environment at home and abroad, the update of development concept and the change of coal resources industry, the development of Pingdingshan is facing a series of new trouble, such as environment pollution, single industrial structure, the grim situation of safe production. Facing such a series of difficulties, the government’s public service function is of critical, studying government public service in the process of urban transformation is of great practical significance to boost economic and social development of Pingdingshan city, promote the transformation of Pingdingshan city, and improve people’s living standard of Pingdingshan city.In this paper, the research object is government public service of resources-based city in transition, and taking Pingdingshan city as an example, starting from the reality of the situation in Pingdingshan City, combine relevant state policies of resource-based city transition with my own professional knowledge on the science of public administration, through analysis the government public service’s present situation and the existing problems and causes in the process of transformation of Pingdingshan city, draw lessons of government public service experience from domestic and foreign resources-based city which transforms successfully. Thus put forward some suggestions on government’s public service in resource-based city Pingdingshan’s transformation which is hoped beneficial to promote the transformation and long-term sustainable development of Pingdingshan city.
