China is in a period of rapid development of urban construction. Energy conservation of construction is becoming increasingly urgent. Building energy consumption, resource consumption and waste management are the foundation to achieve building energy saving and emission reduction. There are many participants in the construction industry, in the case of making it difficult to establish an energy saving system which is parties coordinated, effective and easy to implement when the participants only pursue their own interests. Construction green supply chain management, which is different from the traditional supply chain management, can not only optimize the cost and benefits of participants involved in the supply chain, but also emphasizes on environmental impact, resource and energy consumption optimization. As a result, an organic whole system of construction stakeholders can be built to achieve energy saving and environmental protection. The difference of interests and strategic objectives of stakeholders goes against the implementation of green construction supply management. How to coordinate and guide the construction supply chain-related enterprises implement green supply chain management is crucial. In this article, a construction green supply chain management organizational model is built to determine the major participants and key nodes in construction green supply chain management. This article attempts to analyze the behavior of participants with evolution game theory. This study includes the following sections:(1) The major participants in construction green supply chain management are defined. The construction green supply chain management organization model is built to provide a theoretical basis for the implement of construction green supply chain management.(2) The Government may change the incentives of green supply chain management in the dominant corporate behavior and strategy, thus affecting the implementation of green supply chain management. Through the establishment of the government and the core enterprise of evolutionary game model to analyze earnings governments and enterprises of different strategies, and then discusses how incentives affect enterprises, to provide a theoretical basis for the formulation of government policy.(3) An evolutionary game model between material manufacturers and construction companies is established. Three conditions are discussed:without government incentives, either participant is enjoying policy incentives, both participants are enjoying policy incentives. (4) An evolutionary game model between construction companies and recycling companies is established, trying to figure out the effect of different government incentives on waste recycling by evolutionarily stable equilibrium solution, providing a theoretical reference for policy making.
