Solutions Of Governement Functions Transformation In The Devel Opment Of Tourism In Fukang Of Xin Jiang

During the thirty years’rapid advance of Chinese tourism industry, government-leading strategy, a key to boost the rapid development of tourism, played a decisive role in tourism. However, with the boosting of economic development, government functions to promote tourism on the basis of government-leading strategy arose various issues and difficulties. Facing with the transformation and upgrading, it is quite essential to deeply investigate government functions in promoting tourism industry and find the proper role and strategies in transforming their functions. Fukang is one of National Excellent Tourism Cities and the location of Grade 5A famous scenic spot-- Heaven Lake of Tian Shan. According to "economic belt of silk road" proposed in the 2nd Forum of Xinjiang, Changji launched the main functional area scheme in which Fukang was regarded as the eastern stopover of North Slope of Tianshan Mountain. Confronting new opportunities, it is significantly pragmatic for local government to transform own functions in tourism development.By employing literature and investigation, field visiting and questionnaires, the paper analyzed the status quo of government functions in Fukang’s tourism development, questions and corresponding causes. Moreover, comparison study on government functions of advanced regions was made. Strategies were proposed to transform local government functions in perspectives of building service-oriented government.It was analyzed that problems of government functions existing in Fukang’s tourism were unilateral plan implementation, inadequate supervision and lack of policy support for tourism talents. Furthermore, the government was the only provider of public products and services. Major causes of these issues were short of scientific planning and evaluation mechanism, guaranteed systems and mechanisms of talent introduction and cultivation. Furthermore, enterprises and non-government organizations should be motivated to participate in tourism public service system. Consequently, Fukang should learn from advanced experience both at home and abroad. Government functions should be transformed from four perspectives, i.e. transformation of planning implementation strategy, improvement of public service system, perfection of government supervision system and strengthening of talent introduction and cultivation.
