Research On The Functions Of The Government In Inner Mongolia Grassland Tourism Development From The Perspective Of All-for-one Tourism

Since the 80s of last century,grassland tourism,as a new tourism project,began to appear and has been in rapid development.Although the current grassland tourism development is still in the market cultivation and government-led stage,but the grassland tourism is playing an important role in promoting employment?regional economic development and upgrading the industrial structure.Throughout the development of Inner Mongolia grassland tourism industry as a whole,we found that as a late start of the new tourism project,its development and the functions of all levels of government play inseparable roles.Therefore,how to combine the functions of the government in the development of grassland tourism in further promoting the healthy and sustainable development of grassland tourism has become a practical issue.In this paper,from the different perspectives of public management,tourism economics and political economy,this paper makes a comprehensive study on the functions and behavior of government in the development of grassland tourism by using theoretical analysis,qualitative research and empirical research.The first chapter of the thesis focuses on the core content of the theory of public tube products,sustainable development theory,the externality theory and the important guiding role for the development of the grassland tourism.The second chapter mainly discusses the current situation of grassland tourism in Inner Mongolia,and studies the government in developing grassland tourism behavior.The third chapter mainly analyzes the existing problems of government supervision to find the dilemma of development and tries to find the reason.The forth chapter puts forward the idea of"supervision system,service system,market system and engineering system" from the perspective of developing all-for-one tourism industry,which can promote the healthy and orderly development of grassland tourism.
