For a detailed investigation with the situation, characteristics and laws of the bidding network system of Jinzhou New District, through profound analysis of the existing problem and what is causing the problem, reveal the inherent law of its development, and point out the roadblocks existing directly, referring to the domestic and foreign classic case, the excellent experience refined, and suitable development of Jinzhou New District worked out would contribute to promote the smooth development of the electronic tendering and bidding management in Jinzhou New District.
