Study On Catering Service Food Safety Supervision In Dalian Jinzhou New District

The food security was the top one of “Top ten social concerns” in “2015 Chinese comprehensive well off index”. This problem had been occupying this position from 2011 to2015. Frequently happened unsafe food accidents have become the most social concerned issues from then on.In the new situation, strengthening food safety governance and promoting higher supervision level are the foremost issues which the government of Dalian Jinzhou New District ought to address. In this paper, first, the current situation of food safety supervision are illustrated. In 2014, Industry and Commerce Administration, Quality Administration, and Drug Administration of Jinzhou New District government merged into Marking Supervision Administration. Combining these changes of the government departments with the personal working experiences about supervising catering services, the author summarizes the strengths and disadvantages of working modes. In addition, the paper analyzes and investigates the issues of existing food safety supervising work, and conducts research on the advanced experiences and theories of foreign countries. Based on these, exploratory suggestions and solutions are provided. This paper proposes three directions which are internal theories,institution setup, and training system to strengthen the food safety supervision. Food security management, supervision system, optimizing administrative resources and establishing professional third-party supervision are considered as the lubricant of a long-term job goal.Whether the new system can be implemented in the future is also discussed in the paper.
