A Research Of A Village Bank Network Engineering Project

In recent years, Along with the country put more effort on financial support for rural areas, the development of village banks is increasingly eye-catching, it gradually becoming an indispensable role in the rural financial system. The establishment of village banks is an innovation that aim to resolve the existing phenomenon--"financial repression" such as low coverage rate, insufficient financial supply, insufficient competition, and so on. Obviously, It will help to improve rural financial services and promoting the development of rural economic society harmoniously and sustainsably.It is well-known that information technology has been used in banking industry widely and frequently.In the back of business competition, it is the competition of IT strategy which support the business development, it can not be denied that the information network environment is crucial in various business operation. As an emerging financial entities in financial markets, the scale of village banks are small and financial resources are limited, furthermore, its technology strength is weak and lack of prevention and control capacity of information management risks. Therefore, In view of the characteristics of its business and the relationship with its promoters, the village banks have to build a business network and information technology platform which not only can maximize the cost control, but also satisfy the stable development of business. In this paper, the author just select the construction of information network system as the subject and take two village banks as a example to explore the design, planning and implementation about the joint information network platform of the specific village banks using new prospective and scientific methods.The introduction part of this paper summarizes the IT system construction mode currently used in village banks, and then put forward a new IT system construction mode, namely, the joint information network model, after analyse their usability. The second chapter focuses on the theoretical basis of the whole argument. The third chapter proposes the scheme of the joint information network platform construction based on the new IT system construction model,and give a detailed market environment analysis and the strategy of potential problems of the joint information network system construction. The fourth chapter is a discussion about the object of the platform, and the system design idea is explained in this part. In the fifth chapter, combined with actual case, the implementation strategy is given on the every aspect of joint information network platform project, at the same time, a quantitative analysis is maked for the project risk,and the control strategy is also given accordingl.. In the last chapter, the paper summarizes the research results of the whole paper, and prospects the development of IT construction in village banks.This study provides a new mode for the construction of information network in the current village banks and other small financial institutions, in addition, it also has a certain reference value on guideing and carrying out informatization construction project based on the theory of project management.
