Study On The Performance Evaluation Of State-owned Enterprises In Daqing City Based On Stakeholder Satisfaction

“The Decision of the CPC Central Committee on deepening the reform of some major issues” was put forward at the third plenary session of the 18 th CPC national congress in 2014. It deepen the comprehensive reform of state-owned enterprise and the state-owned assets of the overall deployment, put forward new ideas, new task,new measures, and to promote a new round of state-owned assets and state-owned enterprise reform, the state-owned capital operating budget of the Ministry of finance to vigorously promote the pilot, also put forward the new requirements of the improvement of the current performance appraisal system, the design is more consistent with the municipal state-owned enterprises of their own characteristics of the performance appraisal system, is an important way to strengthen enterprise management, improve business efficiency.This paper takes the “enterprise performance evaluation standard value 2013”,“performance evaluation of enterprise operation rules” and a series of documents base on experience, learn from the practice of performance evaluation at home and abroad in the classic and basic theory research results, research on the performance evaluation of state owned enterprises in Da Qing city by using quantitative and qualitative analysis, theory and empirical method the way of the combination. Firstly,based on the scientific, dynamic, systematic and rational principles, orientation of financial performance, market performance, cooperative performance, process performance, growth performance, social performance of the six level screening evaluation index system of the performance of state-owned enterprises in Da Qing city. Secondly, using SPSS software to analyze the reliability and validity of the evaluation index system to determine the performance of state owned enterprises in Da Qing City, finally, the index system is composed of 6 first grade indexes and 16 level two index sand 55 level three indexes. Using the consistent fuzzy preference relations(CFPR) method to determine the weight of evaluation index of the performance of state-owned enterprises in Da Qing city. Then, according to the establishment of the performance evaluation of state-owned enterprises in Da Qing city to excellent, good, poor, poor rating model for ambiguity and complexity of performance of state owned enterprises in Da Qing City, evaluation has, used the triangular fuzzy number method to evaluate the performance of state-owned enterprises in Da Qing city. Finally a state-owned Da Qing city as background, fuzzynumber method to evaluate the performance of a state-owned enterprises of Da Qing city use the consistent fuzzy preference relations and triangle, determine the performance level and the level of performance indexes at all levels. The research content of this paper as a state-owned enterprise in Da Qing city is able to provide a clear theoretical guidance level orientation and performance of theirs.
