After the telecom market has experienced several changes in China, the market pattern of three full-service operators as the main body has been formed. In recent years, China’s telecom industry is developing rapidly, whether broadband Internet or mobile communication network, the number of telecom business is on the increase, the scale of network has been enlarged. Daqing Oilfield TX Corporation insists on providing the telecom service for the oilfield and regional economic development. It continues to reform deeply and makes great efforts to achieve sustainable development. However, with the rapid development of economy, the market competition of the telecommunication enterprises is increasingly fierce. In consideration of the internal and external environment, opportunities and challenges exist simultaneously. It is necessary to research on the development strategy of Daqing Oilfield TX Corporation. The purpose of this paper is to analyze the opportunities and threats, the enterprise’s own strengths and weaknesses through the relevant theories of strategic management. The analysis contributes to find its own strategic objectives and strategic plan of the corporation. It provides a positive guideline to enhance the market competitiveness of corporation and the sustainable development ability.Fist of all, it is necessary to introduce the research background, purpose and significance of this paper, through the comparative analysis between home and aboard research on this subject, pointing out the course of the research, methods. Secondly, the paper expounds the relevant theories of strategic management. Again, it is necessary to use the theory of Porter Five Forces Models and SWOT Model to analyze the external environment. The information construction has been promoted. The demand for information is growing in oilfield. The external market channels have been opened. All of these factors may provide opportunity for the company. However, the civilian battalion capital participates in the telecommunication market, the new taxation policy has been launched, and the international oil price is falling. All of these factors may result in the big threat for the company. It is necessary to analyze the internal environment of the company to make sure of the advantages and disadvantages. The company should take advantage of technology, service, customer resources and characteristic business. However, traditional business is shrinking, the equipments are obsolete, the fixed costs are increasing and the personnel structure is unreasonable. These problems are increasingly outstanding. The SWOT analysis should be adopted. From the point of corporate strategy, Daqing Oilfield TX Corporation should choose intensive growth strategy. In the short and medium term, it should realize the internal growth. In the long-term run, Daqing Oilfield TX Corporation should choose strategic cooperation in order to develop synergistic effect. From the point of competitive strategy, the corporation should adopt the differentiation strategy. From the point of the function strategy, it may include marketing strategy, human resource strategy, financial strategy, research and development strategy, etc. Finally, in order to ensure the smooth implementation of development strategy, it should provide several measures, such as the organizational structure, human resources, enterprise culture, etc.
