With the continuous development of China’s economy, The scale of cities and towns expands unceasingly along with the development of urbanization. But as a developing country, infrastructure construction is still lagging behind other developed countries, lagging behind of it restricts the rapid development of the national economy. Therefore, the infrastructure for large-scale investment be imperatived. In Ordos, due to investment in infrastructure is basically limited to government financial resources, infrastructure investment channels are single. These directly affect the development of urban infrastructure. We must make a prompt decision for the increase of the infrastructure investment. In Ordos, Private capital has great power and potential power, but due to the impact of the financial crisis, the financial order residents lacking spirit of cooperation. In Ordos, Residential investment became more cautious and Private capital investment channels became narrow, Private capital investment can not be reasonable guided. If put the private capital into infrastructure construction, not only can ease the financial crisis under the economic downturn phenomenon, but also can reduce the pressure on government debt, create the employment opportunities, promote economic growth and accelerate the development of the city. This paper begins from the analysis of the status quo of Ordos private capital investment in urban infrastructure,emphasizes the necessity and feasibility of the development of private capital. Secondly, analyzing of problems and reasons existing in the development of Ordos private capital investment in urban infrastructure. Finally, according to the problems, from the National, the Government, the market, these three aspects for private capital in the healthy and orderly development and puts forward relevant policy and suggestions for Ordos.
