Important Problems And Countermeasures On Management Of The Telecommunication Network Optimization Projects In A Provincial Mobile Corporation

The telecommunication industry is undergoing rapid development as the rapid social and economic development in China. The competition in the telecommunication industry is becoming increasingly intense, and the client requirements for telecommunication network are getting higher. Since promotion of telecommunication network hinges on telecommunication network optimization, the approaches regarding the management of telecommunication network optimization projects deserve significant research attention. This research examines the system of telecommunication network optimization and explores management and production methods which can increase the efficiency of telecommunication network optimization. This research analyses telecommunication network optimization using a life cycle approach, investigates the tasks of telecommunication network optimization in every particular time period. Based on the analysis, this research establishes a scientific working procedures, examines the problems in every stage of telecommunication network optimization projects and organization adjustment, and providing a clear guideline for telecommunication network optimization projects.This research is based on the life-cycle theory and uses the methods of comparative analysis and case-study analysis. It examines the life cycle and organizational structure of telecommunication network optimization projects in foreign countries and the procedures for telecommunication network optimization, so as to achieve the effective management of the key issues (including organizational structure, work progress and quality) in telecommunication network projects. This research also provides new solutions to solve a series of problems encountered in telecommunications network optimization in a specific province. This research first reviews literature on the theory of life cycle of projects, the theory of telecommunications network optimization, the theory of decomposing working tasks, and some other relative theories. It then investigates the procedures of the specific telecommunication network optimization project in that specific province. The emphasis for the analysis is on the division of various stages in life cycle of projects, and this research summarizes the four stages in telecommunication network optimization projects, i.e. the project-initiating stage of telecommunication network optimization projects, the design stage, the operating stage, and the completion stage. This research also examines the contents of the work in the four stage of the telecommunication network optimization project in that specific province, and explores the problems and their solutions in the telecommunication network optimization projects.This research explores the key issues in the procedures of the telecommunication network optimization projects in that specific province from the perspectives of goal-setting for projects, the management of work progress and the establishment of knowledgeable organization. This research contributes to the body of knowledge on following aspects. Firstly, it is suggested that in the Start-up stage of telecommunication network optimization projects, organizational structure of the telecommunication network optimization projects in that specific province is investigated from the perspectives of the problem-finding approach, the allocation of work tasks, the factors affecting work progress, the procedures for of telecommunication network optimization. Data accuracy can be increased by making good use of platform. Secondly, in the design stage, it is suggested that it is better to intervene in project interface in advance so as to control the basic data for telecommunication network optimization projects, and the goals of design can be achieved by centralized design and examination. Thirdly, in implementation stage, the external project management team is established based on the partnership model, and the work progress is controlled using project milestones. Fourthly, in the finishing stage, platform for knowledge-sharing is established based on knowledgeable organizations.This paper aims to provide guidance and reference for the launch and implementation of entire network optimization in the company and provincial level company in the telecommunications industry, by studying and analyzing the various stages of a provincial mobile corporation project; in the telecommunications industry, the provincial level companies are mainly to perform management function, less responsible for production functions, which causes the defects of poor controllability of network optimization, lack of assessment criteria and etc. Hopefully this paper can provide guidance and reference on mobile network quality optimization to provincial level company and even the telecommunication industry.
