Feasibility Study On Aquaculture Mutual Insurance Project In Zhejiang Province

Since reform and opening up of 30 years, China’s fisheries achieved brilliant development, especially the rapid development of aquaculture, it was not only solved China’s urban and rural residents about "fish difficult" problem, but also made important contributions on protecting of national food security, expanding employment, increasing the income of peasants, improving water ecological environment.Aquaculture is the "three high" industry of agriculture, which means high input, high output and high risk. The statistical data shows that the aquatic products loss 1,160,000 tons caused by all kinds of natural disasters, the affected farming area achieved 12,960,000 acres, the direct economic losses was about 15,200,000,000 Yuan. Although the risk of aquaculture is huge, due to various reasons, compared with the excellent aquaculture security system countries such as USA, Canada, Norway, Japan and South Korea, the Chinese aquaculture supporting service system of insurance is very backward; most of farmers have no insurance. Aquaculture farmers maybe well-off on three years, but maybe loss everything on one year, disasters always caused poverty, or even dissipated one’s fortune, made family tragedy.In order to achieve the needs of aquaculture survival and development, promote industrial progress, construct insurance industry system and improve insurance awareness of practitioners. Firstly this paper introduces the basic concept, products types of aquaculture, and then it analyzes the aquaculture development status and existing risks. Subsequently, the Zhejiang province aquaculture do analysis of practitioners, aquaculture type, the leading product development of regional aquaculture, the risk influence degree of regional aquaculture, analyzes of the practitioners who can recognize the risk and insurance status, the existing problems and countermeasures. Finally, it made feasibility analysis of the aquaculture on secure construction. Then through scientific analysis and give some evidences to the mariculture of Zhejiang Province about the risk categories, influence factor of risk, risk control and risk aversion mode. Put forward Zhejiang province aquaculture policy of mutual insurance construction mode, discusses the development prospects of Zhejiang province aquaculture security system.
