In over thirty years of reform and opening up, China sustained rapid economic growth, the interpretation of "Chinese miracle" become an important topic in academic circles at home and abroad. This article analyzed the relevance of the two historical periods of before and after the reform and opening up from the perspective of economic history and the continuous dynamic influence of history on reform and economic development, and studied the relationship between the two periods from initial conditions and path analysis, and analyzed the institutional changes and potential release through path selection.This paper creatively puts forward the dynamic effects of history on reform, analyzed the impact of the interest group and adhering to the four cardinal principles on Chinese reform from a new perspective, by summarizing the documents and materials pointed out the huge effect to ownership reform of the educated youth coming back to the city. This paper attempts to give the reform and opening up a political economic interpretation from the angle of the initial conditions and the path selection, but due to the limited level of the author and the limited space of the paper, and the fact that lack of relevant data and information, especially lacking historical data of the planning era, hard to make empirical analysis or list enough case. I hope this paper could be of some help to the further study, and hoping that more scholars continue to explore this subject and improve it.This paper discussed the relation between the two periods before and after the reform and opening-up in historical perspective, studied the of historical factors of the reform and opening up from two aspects from the initial conditions and paths selection, analyzed the influence of the material accumulation and institutional legacies in planned economy era over the reform and opening-up, emphasized the indivisible relationship between two periods.This paper divided into five parts, the introduction part discussed the background and significance of the topic, the second part discussed the initial conditions of the reform and opening up, demonstrated that the economic performance after reform and opening up was based on the material accumulation and legacy system of planned economy era, and history had both positive and negative effects to the reform, which meant that the two periods before and after reform and opening up were closely contacted; the third part studied the path selection of reform and opening up, first analyzed the main problems of reform -- "what to change and what not to, change what first and what after"in a relatively new visual angle and explained how the history and now influenced the reform path; and then explained the specific path and the effect of reform from the aspects of the reform of state-owned enterprises, the reform of ownership, marketization and opening up, analyzed the process of institutional change and the potential release; the fourth part explored the relationship of two historical periods respectively from the initial conditions, the path selection and internal relation of the two angle, this three parts were the main body of this article, the last part is conclusion which summarizes the whole paper.The conclusion part summarized the full text, proposed that the economic performance after the reform and opening up was greatly influenced by the planned economy era, and the relevance between the two historical periods are close and inseparable; but the initial conditions is not the decisive factor to the success of the reform, and only by choosing the correct reform path, can we give full play to the role of the historical heritage, stimulate the potential of each class, and ultimately achieve long-term economic growth.
