Research On The Development Of Small Towns Based On The Perspective Of Rural In-situ Urbanization

As an inevitable way of modernization,urbanization becomes the inexorable trend of human development.This paper,based on the angle of in-situ urbanization,guided by problem-solving logic,focuses and conducts a deep research on the carrier of in-situ urbanization----small towns.At first,after analyzing the domestic and international background,this paper points out the new characteristics and trend of new urbanization in China,along with some urgent problems.This paper also makes a literature review across domestic and international research,giving appropriate evaluation on existing research.Secondly,this paper discriminating the urbanization and rural-urbanization;the rural in-situ urbanization and small towns;in-situ urbanization,nearby urbanization and urbanization away from home.Moreover,this paper defines the in-situ urbanization,nearby urbanization and urbanization from spatial dimension for the first time.This paper analyzes the theories of urbanization,in-situ urbanization and small cities' development,summing up the experiences of the development of small and middle cities during the rural in-situ urbanization.The results provide theoretical support for this research and enlightenment of the route and mode of rural in-situ urbanization in China.Thirdly,this paper mainly analyzes external relations and inner construction of small towns.Development of small towns associates with factors like external environment,related policies,state urbanization strategy,its status and function in the process of whole urbanization,and its relationship with large or middle cities and rural areas.All these factors have influences on system construction,mode formation,building plan and industry support of small towns directly or indirectly.After analyzing the problems of inner construction of small towns,this paper maintains that the key of development of small towns is its internal structure,arguing that we should build the small town system suited to rural in-situ urbanization,find a mode suited to development of small towns in different regions,perfect the function of small towns,make a proper spatial stratification,build a dynamic mechanism of development,innovate the mode of infrastructure construction and public service of small towns,strengthen the investment of small town building,finally we can build fully functional and industrialized small towns characterized with ecological harmony and humanisticcharacters.The rural people migrated to small towns can have a good living environment,realizing the in-situ urbanization.In the end,this paper propose a suggestion for promoting the development of small towns,believing that we should accelerate the novation of the household registration system,land system,employment and social security system,capital raising and investment mechanism,and administrative management system,providing the guarantee of system and mechanism of rural in-situ urbanization and development of small cities.Based on above analysis,this paper concludes: in the background that domestic and international has greatly changed;central government strengthen the development of small cities,surplus rural labor's willing and direction of migration has also changed.Along with the fact that many peasant workers come back and find jobs near hometown,in-situ urbanization is becoming a trend by the carrier of small towns(many kinds of industrial parks and new rural communities).The mode of urbanization in China has changed to be more specifically,changed from the mode of urbanization away from home to the mode of rural in-situ urbanization.Therefore,we should innovate the present system and accelerate the building of small towns.Rural in-situ urbanization is the most suitable mode for urbanization in China.This mode can fulfill the willing of Chinese people to realize urbanization;it is the realistic path choice to achieve the goal of new urbanization.
