Study On The Growth Environment Of Agricultural Industrial Clusters In Qingdao City Based On Life Cycle And The Countermeasures

The agricultural industry is supporting the development and improvement of the national economy,providing a broad market for the development of the second industry and the three industry,but the extensive mode of agricultural production,weak competition,hardness for increasing farmers' income and other issues are increasingly prominent.Under the straticgic conception of economic and social development in completing the building of a moderately prosperous society in all respects,we must follow the law of development of agricultural modernization to promote the optimim development of agricultural industrial cluster mode by accelerating the upgrading of development power,transforming the economic growth pattern,and optimizing development structure.At present,the development level of domestic agricultural industry cluster is restricted by the utilization of natural resources uneven in quality,inadequate infrastructure,inaccurate policy support,lack of innovation motivation and other environment problems.In order to accelerate growth and transformation of agricultural industry cluster,we must optimize the cluster growth environment.Since the development level of agricultural industrial cluster in Qingdao is unbalanced,Qingdao municipal government,district government and enterprises make effort for he cluster growth environment from each angle,but some measures on the agricultural industry cluster development are not effective,and did not get rid of the plight of the development of clusters.All the reason is that the measures did not cluster development stage precision,so it can not make the limited resources to achieve the maximum value.Firstly,this paper combs the relevant theories of agricultural industry cluster.Secondly,on the basis of the analysis of the characteristics and the dynamic factors of the evolution of the agricultural industry cluster life cycle,this paper analyzes the matching of the cluster development stage and its growth environment.Thirdly,the life cycle measurement model of agricultural industry cluster is constructed,and the development stage of three sample clusters of Majiagou celery,Dazeshan grape and Laoshan tea in Qingdao is measured.It is concluded that the three industrial clusters are in mature stage,mature Stage of the initial stage of growth.Fourthly,according to the theoretical analysis of the growth environment of the agricultural industry cluster,the evaluation index system of the cluster growth environment is constructed.The growth environment of the three sample clusters is evaluated and analyzed by using the analytic hierarchy process and the fuzzy comprehensive evaluation method.Finally,according to the above research results,the countermeasures of cultivating environment are put forward,which aim at the different stages of the development of agricultural industry cluster in Qingdao.
