Based On The Life Cycle Of The Industrial Cluster Policy Design

Since the mid 90's of last century, many local governments summarized the experience of the development of industrial clusters in the developed regions,and focus the policy to the promotion of local industrial clusters in the cultivation, development and upgrading. Creating the local industrial clusters to promote regional economic development has become an important policy measures. In addition to economic value, the cluster policy is mainly emphasis "special" significance of industrial clusters for the province, county (city, district) and regional layout.Jiangmen City has a good foundation in the development of industrial clusters, but is lack of systematic cluster policy. The cluster policy and measures are merely the provision of tax and land concessions, the fundamental infrastructure, which has no difference with the traditional industrial policy. They are not deep into the life cycle and can not match the evolution of the cluster, and lack of systematic planning and scientific design. Innovating the design of cluster policy and proposing the public policy in the process of the formation and development of industrial clusters, will be helpful and inspiring for the development of industrial clusters in Jiangmen City.Because of the necessity of drafting the local industry cluster policy, this paper mainly research on the main content, the principle of drafting, framework and the process, etc. Based on the empirical research of the drafting the cluster policy in the Jiangmen City, the paper measured the cluster agglomeration of the main industry through quantitative analysis, and summarized the cluster environment in the Jiangmen City. Using the evolutionary game theory and the life-cycle theory of industrial clusters, it proposed specific policy measures in the growth period of growing, stable, declining (transformation) of the industrial clusters. As follows:(1) Industry Cluster and Industrial Cluster Policy Research:Introduction to the content, the features and formation conditions of the industry clusters, indicating the necessity for drafting the industrial cluster policy. Through the case studies, pointing out the general content of industrial cluster policy.(2) Take Jiangmen City as the sample, analyzing the development of local industrial clusters:the classification of industrial clusters in China and Guangdong, the empirical analysis of industry cluster development in Jiangmen City. Summarizing the cluster environment in the Jiangmen City and pointing out the problem.(3) Design of industrial cluster policy for Jiangmen City:introducing evolutionary game theory, indicating that the cluster life cycle determines different industrial cluster policy in different period. Under the guidance of general principles of drafting the industrial cluster policy, proposed specific policy measures in the growth period of growing, stable, declining (transformation) of the industrial clusters.
