Study On The Development Of Agricultural Insurance In Anhui Agricultural Industrialization Process

From 2004, the No.1 document from Central Committee of CPC and State Council pointed out the importance of the "Three Rural" issue and put forward the requirements of policy agricultural insurance for consecutive 12 years. Anhui Province is a major agricultural province in China, and it has started agricultural industrialization since 1980s. Agricultural industrialization is an important way to promote agricultural science and technology progress, to increase farmers’ income and to accelerate the process of agricultural modernization. Agricultural industrialization has made a great progress by vigorously implementing the "121 "Qianglong project in Anhui, "532" improving action and "671" double transformation measures since the 11th five-year plan. However, rural economic development was inhibited in Anhui since various meteorological disasters and weak agricultural industrialization leading enterprises. Therefore, to study the agricultural insurance, which plays a role of stabilizer in agricultural industrialization, is imminent.On the basis of literature review and relative theories, the article firstly defined agricultural industrialization and agricultural insurance, and summarized the interaction between them. And then, through analyzing and learning foreign interactive mechanism of agricultural industrialization and insurance, the writer tried to analyzed the following three modes:the policy-related agricultural insurance mode, which operated by the state professional institution, cooperation and mutual assistance mode under the support of government, commercial insurance pattern with government support, and government selective support mode. Therefore drew a lesson from it.And then, the article analyzed the current situation, problems and interactive relationships of agricultural insurance and agricultural industrialization development. The study found that agricultural industrialization faced risks from nature, market, price and policy, and all those risks can be effectively dispersed by agricultural insurance. Although agricultural insurance started early in Anhui, but major focused on PICC and Guoyuan agricultural insurance co., LTD. The article selected six representative indexes of agricultural industrialization and 2 indicators of agricultural insurance, and proved that those relate data had the positive auxiliary relationship through relevant empirical analysis and that agricultural insurance density, claims and agricultural industrialization had certain relevance.Differs from traditional one-way analysis, the article bidirectional analyzed the interactive relationship between agricultural industrialization and agricultural insurance. Through combining normative analysis and empirical analysis, the article comprehensively and systematically studied agricultural industrialization and agricultural insurance in Anhui. And then summed up the existed risk and problems in agriculture industrialization and put forward policy suggestions for Anhui agricultural insurance with the hope to promote the agricultural industrialization development in Anhui.
