Research On The Evaluation Of New-type Urbanization In Hefei

In 2012,18th CPC National Congress put forward the concept of New-type Urbanization and pointed out " stick to the road of new-style industrialization, informatization, urbanization, agricultural modernization of Chinese characteristics ".In 2013, the Third Plenary Session of the eighteen cleared the development model of urbanization and pointed out "stick to Chinese characteristics of new-type urbanization, to promote human-centered urbanization, facilitate industrial and urban integration and promote urbanization and new rural construction coordinated development". This provides a strong public opinion guidance and policy support to promote the development of the new-type urbanization. In recent years, due to the emergence of China’s various urban diseases and other issues, the state has formulated a strategy of urbanization which is more active and steady, and paid more attention to the quality of urbanization. No doubt the new-type urbanization is a powerful driving force and effective means to achieve economic transformation. Compared with the traditional urbanization, the new-type urbanization pays more attention to the quality of urbanization and put more emphasis on balancing urban and rural development, social equality, sustainable development etc. Therefore, the evaluation index of urbanization in the past has been difficult to embody the concept of new-type urbanization. So the evaluation index of new-type of urbanization should be enhanced and enriched according to the connotation of new-type urbanization and reflect the spirits of the sustainable development of city economy,city services ecological sustainability, integration of urban and rural development. At the same time measure indexes of the traditional evaluation system should be updated to make it more consistent with the characteristics of new-type urbanization. Combined with the characteristics of the existing research results and new-type urbanization, we establish a new framework of urbanization evaluation system from many aspects.In 2015, Anhui officially became a comprehensive pilot provinces of the new-type urbanization. Hefei, as the capital city of Anhui Province, its experience of the model of urbanization development has a leading and exemplary role in the provinces and the whole country. In recent years, the urbanization process is accelerating in Hefei in the stage of accelerating development of urbanization, also in the key period of urbanization development. Along with the pilot work in full swing, To speed up the process of new-type urbanization has become the urgent requirement of the economic and social development in Hefei.On the analysis of the related theory, this thesis summarizes the connotation and characteristics of the new-type urbanization. Through the construction of evaluation system of the new-type urbanization, development level and the limiting factor of the new-type urbanization can be recognized and this thesis provide more scientific and suitable strategies and measures to promote the development of new-type urbanization. From the dynamic of economic development, the quality of life of residents, infrastructure, ecological environment, the gap between urban and rural construction of Hefei, This thesis constructs the initial evaluation system of the new-type urbanization in Hefei. Based on the statistical data of 2004-2013 years of Hefei,using SPSS software for factor analysis to eliminate the poor correlation indexes, the suitable evaluation index system of new urbanization of Hefei is finally determined. And then by using the improved entropy method this thesis makes quantitative analysis of all relevant aspects of new-type urbanization in Hefei. Through the analysis of the data, it finds that there is a high correlation between new-type urbanization and population urbanization rate of Hefei, the "quality" and "quantity" growth trend is consistent. The comprehensive level of new-type urbanization of Hefei continues to increase. In the meantime, problems of the new-type urbanization of Hefei have been figured out, such as the imbalance of industrial structure, backward traffic facilities, serious structural unemployment, air pollution, the big gap between urban and rural areas. At last, this thesis puts forward relevant counter-measures and suggestions to solve the problems to provide atheoretical basis for the further development of new-type urbanization and explored the developing path of new-type urbanization in Hefei.
