Research On The Post Project Evaluation Of Villages Relocation In Coal Mining

As the continuous mining of coal resources, the contradiction between people and land is obvious. Deterioration of the ecological environment forces the village moving to far away. China’s village migration project in coal mining related has been implemented for many. In general the relocation projects are successful, but there is still exiting a big gap between actual benefit and expected benefit. How to increase benefit of coal enterprises and at the same time guarantee the vital interests of relocation of villager and objectively evaluate the effect of coal village relocation project? It is a difficult problem in the implementation of village relocation project. Therefore, conducting the post evaluation of village relocation in coal mining and analyzing the reasons for success or failure of project implementation have certain significance for the future implementation of coal mining village relocation project.Based on the theoretical of the post evaluation for project studies and the present situation of abroad and field surveys in the project area, this paper combining the village migration in coal mining project characteristics, to analyze the deviations between the implementation effect and the expected results. Then adjusting the project implementation plan in order to ensure the smooth progress of resettlement project. Draw the following main conclusions:(1) On the basis of the theoretical research of post evaluation at home and abroad, combined with the actual situation of coal villages relocation, this paper determines the connotation of the post evaluation of village relocation, describing the contents in detail, including the content and the method of valuation, reference index, providing the basis for village relocation.(2) This paper based on the post project evaluation in reference to the existing construction project post evaluation, conducting the index system of the post evaluation of village relocation. To guarantee the integrity of the system, this paper selected four aspects including the post evaluation of target, process, economy and effect.(3) Proposed in view of the different project post evaluation content selection of different methods. Most of the evaluation of target and process have the characteristics of qualitative analysis, this paper selected logic frame method and comparison method; using a combination of static investment recovery period and field research methods to evaluate the economic effect of the project; project impact post evaluation mainly based on improved analytic hierarchy process and fuzzy comprehensive evaluation. It provides effective reference for the post evaluation of village relocation in coal mining.
