The Study On The Influence Of The Government R&D Funding To The Enterprise Technology Innovation Efficiency

In recent years, the innovation ability in China has strengthened constantly.The government has made efforts to supporting enterprises innovation.Now China has formed R&D support system. However, the problems of innovation system are still outstanding,such as how to connect technology and economy well, the lack of core technology industry, and R&D achievement conversion rate is not high.The financial technology funding remained rising. A problem is whether our government funded innovation effectively or not. The existing literature focused more about the influence of government subsidies to the inputs and outputs of enterprise technology innovation, and lack attention gave to innovation government subsidies efficiency in the progress of enterprises innovation.Because of the particularity of government R&D subsidies,the government may not make the allocation of innovation resources well, which will reduce the enterprise’s technology innovation efficiency.This paper attempts to focusing on the factors of the efficiency about the use of government funding on the basis of the existing literature.This paper is divided into five chapters. The first chapter introduces recent literature on government R&D funding and technical efficiency and puts forward the research direction of paper and research ideas. The second chapter theoretically analyses the influencing mechanism of government R&D funding to enterprise technology innovation efficiency. Based on the characteristics of enterprise technology innovation efficiency,the paper expounds the necessity of government incentives and its ways.Then it analyses the technological innovation efficiency and influencing factors of technology innovation efficiency, and the game between government and enterprise innovation in the case of asymmetric information. The third chapter, this paper mainly analyses the recent situation of government research funding and enterprise technological innovation. At present,enterprises have become the main R&D body with increasing production inputs and outputs. The phenomena also exist on the low input-output performance and the lack of independent innovation. China government science and technology funding continues to grow.The proportion of local government in government funding is growing.At the same time, the imbalance of regional development and the improper allocation of resources still remain.The fourth chapter uses the DEA-tobit two step method to make the empirical test of the relationship of the large and medium-sized enterprises subsidies from the government and enterprise technology innovation efficiency in the 30 provincial areas with the data of 2006-2011.The results show the technology innovation efficiency of Chinese enterprises is not high, which is different among the districts.The central and western regions should focus on improving the pure technical efficiency. The government funding and R&D staff appear input slack in many regions of the country. The ability of technology achievement transformation in the western area is not strong. Technological innovation efficiency of the eastern region enterprises decreases with government fund account for the total R&D fund increasing.We need further improve the level of technology, and consider how to make good use of government funding for R&D as well as. The fifth chapter proposes policy suggestions according to the analysis of this article.We should improve funding efficiency, establish evaluation system, help the scientific and technological achievements become commercial achievements and so on.
