In the government work reports for the twelfth session of the third session of the National People's Congress in 2015,Premier Li Keqiang said that our country should implement the strategy of “Made in China 2025”,insist on the strategy of innovation to drive development,and shift from manufacturing power to manufacturing powerhouse.Our country should aim to utilize the Internet and digital technology,to promote industrialization by informatization level.In the concept of a new-round government reform,the government is responsible for infrastructure construction and platform building,and the enterprise affairs are to be solved by the market.Therefore,in the process of driving informatization to promote the technological innovation efficiency of industrial enterprises,the government is responsible for the investment of resources and improving the level of informatization for the whole society.Enterprises make use of information platform to improve their technological innovation efficiency.To enhance the efficiency of industrial enterprises' technology innovation through informatization is the essential path for Chinese economy from imitation to innovation,and from resource-consuming economy to innovation-driven economy.The thesis answers the following questions: First,the transmitting mechanism for informatization to promote industrial enterprises' technological innovation efficiency,and how to promote the efficiency of enterprise technology innovation by informatization;Second,whether the development of the Internet has promoted the efficiency of industrial enterprises' technological innovation;Third,the factors that have effects on industrial enterprises' technological innovation efficiency in the process of informatization,and the specific effects for each factor.From the perspective of informatization to promote industrial enterprises' technological innovation efficiency,this thesis analyzes the mechanism of transforming and upgrading traditional industries,as well as improving the ability of independent innovation by informatization.Under the new technical economic perspectives,to systematically research the transmitting mechanism of informatization to industrial enterprises' innovation efficiency and the factors that influence the latter by combining the construction of information society with industry integration theory will have important theoretical and practical significance.In theory,the paper will systematically research the theory and model of informatization,combine the current Internet development and statistic figures,and build new informatization evaluation index.The paper will focus on the level of regional information infrastructure and information technology application,and measure the regional informatization level.In practice,the paper selects industrial enterprises' data above provincial designated size to carry actual measurement of industrial enterprises' technology innovation efficiency by data envelopment method(DEA).Meanwhile,the paper employs the measurement analysis method for Tobit model to estimate the effect of industrial informatization on the enterprises' technological innovation efficiency,and the related factors.Based on the previous study,the paper provides policy decision reference for the government to formulate development strategies and improve the efficiency of technological innovation for enterprises.The structure of this thesis is: Firstly,the thesis expounds the research background and research significance of the thesis,explains the concept of informatization and technological innovation efficiency,determines the research objectives and research methods,finds out the innovation of the thesis,and draws the technology roadmap.Secondly,the thesis reviews the research literature at home and abroad respectively in a comprehensive way,summarizes the study of informatization and technology innovation efficiency,analyzes the previous research results,figures out the relationship between informatization and industrial enterprises' technological innovation efficiency,and finds out the shortcomings of previous studies and the possible innovations of this thesis.The theoretical study of the influence that informatization has on the industrial enterprises' technological innovation efficiency is in detailed theoretical demonstration,and analysis of the basic role of information infrastructure to improve the efficiency of enterprises and the influencing mechanism and transmitting mechanism of informatization on the industrial enterprises' technological innovation efficiency is also discussed in the thesis.Additionally,the thesis introduces in detail the development stages of informatization in China,summarizes the advantages and disadvantages of various measuring methods in the literature of our country's informatization level measurements,and builds the evaluation index system of informatization in combination with the current Internet development.What's more,the thesis measures our country's informatization level of various provinces,municipalities and autonomous regions by using the principal component analysis(pca),and carries a comparative study of eastern,central and western China on informatization level.Based on data envelopment analysis(DEA),the thesis measures regional industrial enterprises' technological innovation efficiency of China,and measures the pure technical efficiency and scale efficiency at the same time,and further analyzes and discusses the measurement results.The thesis employs the provincial panel data from 2009 to 2013 and adopts the Tobit model,among which informatization as the main focus of explanatory variables,industrial enterprises' technological innovation efficiency values as explained variables,the industrial enterprise employment,total assets,the degree of marketization and internationalization competition as controlled variable.What's worth explaining is that the degree of marketization is measured by the proportion of private enterprises' total assets to that of industrial enterprises above designated size,and the degree of international competition by the proportion of foreign investment enterprise,as well as Hong Kong,Macao and Taiwan investment enterprise to industrial enterprises above designated size in total assets measurement.The thesis also carries empirical analysis of measurement regression,analyze and discuss the regression results,check the significance and specific value of each coefficient,as well as its influence degree,and do empirical econometric analysis conclusions according to the results.Finally,according to the theoretical analysis and empirical test,this thesis puts forward policy suggestions of using informatization to promote our country's industrial enterprise technology innovation efficiency,and summarizes the shortcomings of the thesis and its future research prospects.In the aspect of theory,this paper mainly adopts the theory of information economics to analyze how informatization has promoted China's industrial enterprises' technological innovation efficiency.In economic research methods,there are qualitative methods and quantitative methods,normative study and empirical study.In the process of research,qualitative methods and quantitative methods are inseparable,unified complementary to each other,as qualitative analysis is the precondition of quantitative analysis,and quantitative analysis can reflect the conclusion of qualitative analysis more accurately.In order to better reflect the quantitative relationship between informatization level and industrial enterprises' technological innovation efficiency,this paper adopts the approach of combining qualitative method with quantitative method,so as to avoid adopting quantitative method blindly,and avoid such phenomenon as spurious regression.By the relevant measurement model in the data envelopment analysis method,the thesis quantitatively calculates technological innovation efficiency of industrial enterprises above designated size from 2009 to 2013 in China's 31 provinces,municipalities and autonomous regions,to find out the changing rule of the technological innovation efficiency of industrial enterprises above designated size,by using the panel data to carry on regression analysis of technology innovation efficiency value of industrial enterprises above designated size provinces in China's various provinces,municipalities and autonomous regions,and informatization value of various regions measured by principal component analysis method,to focus on the analysis of the influence of regional informatization level on industrial enterprises' technological innovation efficiency,and the influence degree of the related factors.The thesis also adopts comparative research method,by using DEA model to measure the technological innovation efficiency,pure technical efficiency and scale efficiency of industrial enterprises above designated size provinces in China's various provinces,municipalities and autonomous regions,and then carries comparative analysis of the eastern,middle and western parts of China to find out the regional differences and the influencing factors.The specific research purpose of this paper is to explore the influencing mechanism of informatization in our country for industrial enterprises' technological innovation efficiency;based on this,the paper further tests the influence of the informatization for industrial enterprises' technological innovation efficiency,significance,as well as the role of each influencing factor,and provides policy guidance and experience for reference to better promote informatization and enhance enterprise innovation for the future.From the logic point of view,this thesis follows the research routine of “raising questions – analyzing problems – solving problems”.To begin with,the thesis defines the related concepts such as informatization and industrial enterprises' technological innovation efficiency,based on this,the thesis aims to join the latest building rating system,build informatization evaluation index and evaluate regional informatization level.In addition,this paper collects relevant data for industrial enterprises,including expenditure of new product development and sales revenue of regional industrial enterprises above designated size,patent application number of regional industrial enterprises above designated size,R&D personnel of full-time equivalent of industrial enterprises above designated size,and R&D funds of regional industrial enterprises above designated size.The paper selects data from 2009-2013,using the panel data and data envelopment analysis(DEA)to analyze the technical efficiency of technological innovation in industrial enterprises,pure technical efficiency and scale efficiency of various provinces,municipalities directly under the central government and autonomous regions.What's more,this paper,by using dynamic panel Tobit model,aims to validate by empirical methods the effects of informatization degree on technical innovation efficiency,pure technical efficiency and scale efficiency of industrial enterprises above designated size in our country.Finally,based on the above theory and empirical analysis,this paper sums up the influence of informatization on the efficiency of technology innovation for industrial enterprises,and puts forward some specific policy suggestions that can increase the degree of informatization in our country to promote industrial enterprises' technological innovation efficiency.In building up informatization measurement index,this paper takes into account the fact that the Internet is developing rapidly at present,thus adjusts the index of information infrastructure,and adds up the factors of the Internet broadband access port number,the long-distance optical cable length,the information transmission,proportion of software and information technology services of investment in fixed assets to total social investment in fixed assets.Computer Internet broadband access port number can reflect the number of computer use and application of computers on the Internet;meanwhile,in the industrial enterprise,the application of automation equipment is also a reflection of the industrial technology efficiency,as the operation of automation equipment usually has a corresponding computer program control,increasing Internet broadband access port number shows more automation equipment through the port to the net,and the degree of informatization increases accordingly.The increase of the length of long-distance optical cable illustrates that the network is entering into various regions,not just confined to the central cities,and the towns and villages' access to network shows that the informatization level in the whole area has improved.Application of information transmission,as well as proportion of software and information technology services of investment in fixed assets to total social investment in fixed assets also illustrates the informatization degree in various regions under the infrastructure hardware level,which can reflect the inclination of government investment and the willingness for the local government to actively promote the informatization degree.In building up informatization measurement index,in addition to the index of the information infrastructure,this paper also considers the index of information infrastructure application,because even if the information infrastructure is complete,however,these devices should be put into use,so that the effective use of information devices can play the role of information resources;in this sense,the informatization level degree of the whole society is high,and human beings are entering into the information society.This paper argues that the mobile phones and computers per person can only reflect the average number of information technology equipment people own,yet it can't reflect the application of informatization equipment and the enjoyment of the information resources.In addition,mobile phones only partly reflect the extent to which phones are put into use,and the number increase is just one aspect;more importantly,it is duration that can reflect the extent to which the application of telephone is.At the same time,to simply measure fixed duration is not so reasonable,as the emergence of the mobile phone is an alternative of the fixed telephone;even if the fixed telephone duration has reduced,it does not mean the informatization level is low: maybe part of this crowd is with a mobile phone.Therefore,this paper will sum up the fixed telephone duration and mobile phone duration,which are called duration as an indicator.Meanwhile,this paper also takes Internet number as an indicator of network use,which can reflect people's ability of using the network to get information resources and improve work efficiency.When doing research on industrial enterprises efficiency,due to the fact that the year for statistical data of industrial enterprises above designated size in China's statistical yearbook is relatively short,some scholars use the cross section data for analysis,in this way,the change of time tend to be ignored,and with the change of other external factors,the efficiency of the enterprise will also change,thus lack of dynamic analysis.To take the industrial enterprises above designated size provinces in China's various provinces,municipalities and autonomous regions as the objectives of the research,the paper adopts the data from 2009 to 2013,by using panel data and employing DEA model to measure the technological innovation efficiency,pure technical efficiency and scale efficiency,to compare their differences among regions,and analyze the influence of informatization level on different efficiencies.The paper studies the influence of informatization degree on the technological innovation efficiency of industrial enterprises above designated size in our country,and provides some practical experience for reasonable planning information infrastructure of our country and improving the technological innovation efficiency of industrial enterprises by enhancing the regional informatization level.In the literature of the influence that external environment has on industrial technological innovation efficiency,the previous studies tend to focus on industry or enterprise internal research,such as factor analysis of ownership structure,human capital and forms of property right,while this article attempts to put in a few exogenous factors such as the degree of marketization and internationalization competition as controlled variable.Among them,the degree of marketization is calculated by the proportion of total assets of private enterprise to the total assets of industrial enterprises above designated size measurement,and the degree of internationalization competition is calculated by the proportion of total assets of foreign investment and Hong Kong,Macao and Taiwan investment enterprise above designated size measurement.To control the impact of these factors on the technical efficiency of industrial enterprises,the thesis aims to find out whether their influence on industrial enterprise technical efficiency is significant and the degree of the influence.This paper adopts the provincial panel data,using nonparametric data envelopment analysis(dea)method to estimate the technical efficiency of provincial industrial enterprises from 2009 to 2013,and further decomposes it into pure technical efficiency and scale efficiency.Furthermore,it applies Topit econometric analysis tool to study the impact of informatization on technical efficiency of industrial enterprises,and external factors external influencing industrial enterprise technical efficiency and pure technical efficiency.The research results show that on the whole,China's annual technical efficiency level in various areas corresponds with the informatization level and degree of economic development.In general,the higher the informatization level is,the more developed the economy is,the higher the level of technical efficiency.From the perspective of time,the technical efficiency of many provinces,autonomous regions and municipalities is improved year by year.The narrowing of the gap shows that some of the advanced mode of operation in the eastern region has been accepted by the middle and western region,the industrial transfer is on,and market-oriented management gradually expands to the whole country.Pure technical efficiency shows the overall technology level of industry,which is an effective embodiment of the industrial technical efficiency of a region as a whole.The annual pure technical efficiency of each region in our country is in correspondence with the informatization level and economic development level.In general,the higher the informatization level is,the more developed the economy is,the higher the level of pure technical efficiency.From the perspective of time,the technical efficiency of many provinces,autonomous regions and municipalities is mostly improved year by year.Some advanced technology in the eastern region is adopted by the middle and western region,the gradually increasing technology processing ability makes its pure technical efficiency improve significantly.The scale efficiency of technological innovation in our country does not amount to 1 in any one of the provinces and cities,which shows that there is room for improvement for China's regional industrial technology innovation efficiency,and the average scale efficiency in each region is approximately close to 1,which indicates that scale tends to be more and more effective.Due to the adjustment of industrial structure,the implementation of the industrial transfer policy,the central region and western region are taking over the saturated industries with less obvious comparative advantages in the eastern region,and the central region and western region are also speeding up the development of industry and promoting industrial enterprises' technological innovation efficiency to keep up with the eastern region.The industrial development across the country gradually walks towards a balanced developing path.The results show that informatization has a strong positive influence on the technical efficiency of industrial enterprises,and the influence of different factors on the efficiency is not nearly the same.In the study of influence factors on industry,we add up two external influence factors of marketization level and level of foreign investment,through regression analysis of efficiency value,the thesis draws the following conclusions: First,informatization has a positive impact on the technical efficiency of industrial enterprises' innovation,which means improving the level of informatization can promote technical innovation efficiency of industrial enterprises.When the informatization level increases by 1%,the technical efficiency will increase by 0.101%.Second,informatization has a positive impact on the pure technical efficiency of industrial enterprises innovation,which means improving the level of informatization can promote pure technical efficiency of technological innovation in industrial enterprises.When information level increases by 1%,the pure technical efficiency will increase by 0.118%.Third,informatization has a negative impact on the scale efficiency of the industrial enterprise innovation,which means improving the level of i informatization does not necessarily promote the scale efficiency of technological innovation in industrial enterprises,and there may be negative influence.When controlled variables are not put in,the coefficient is significant at 5% significance level before informatization;when the informatization level increases by 1%,the scale efficiency decreases by 0.015%;When the controlled variable of marketization level is put in,the coefficient is significant at 1% significance level before informatization;when the informatization level increases by 1%,the scale efficiency decreases by 0.017%.But when the controlled variables of capital input,labor input and the level of foreign investment are put in,the coefficient of significance is not significant before informatization,thus illustrates that the influence of informatization on the scale efficiency is not clear.This thesis studies the influence of informatization on the industrial enterprises technological innovation efficiency,through theoretical analysis,it studies the mechanism of informatization for the promotion of industrial enterprises technological innovation efficiency,analyzes the basic role of information infrastructure to industrialization,expounds the important role of informatization to transform the traditional industry's mode of production and discusses the mechanism of how informatization promoted the development of intelligent industry from the aspect of the important role of information infrastructure.The empirical analysis has laid a theoretical basis for research of industrial enterprises innovation efficiency,furthermore,the thesis uses China's data to summarize and measure the level of informatization in China.In the meantime,by comparative analysis,the thesis also expounds the “industrial 4.0” strategy in Germany and “industrialization” strategy in America.By taking these examples,the thesis refers to the experience of development to show the large transformation of informatization for the industrial world,and through the above theoretical and empirical research,it further puts forward some feasible suggestions.The development in industrialized countries has proved that industry is the engine of the national economy.The industrial system is relatively low in China,thus China cannot retrace the west traditional path of industrialization;we must make use of information technology,improve industrial enterprises' technology ability by informatization,and realize the leap-forward development of the industrial system.To develop the information industry is a direction of adjusting the industrial structure in our country,through the technical advantage of the information industry,the dependence of industrial enterprises on information technology has been continually increasing.Based on such opportunities,this thesis derives ideas of comparative advantage and late-developing advantage theory,and puts forward suggestions of information development and innovation-driven development strategy by combining China's current level of informatization with the direction of industry development in the world.
