The report of the 19 th National Congress of the Communist Party of China further clarified that innovation is the main driving force for economic development,marking the innovation-driven strategy as a basic national policy,and is an important step in building a new-generation national goal and enhancing scientific and technological strength in China's economic development journey in the new era.strategy.Taking innovation as the top priority is to emphasize that innovation is the strategic support for building a modern economic system and is a strategic judgment for the high-quality development stage of China's economy.In order to thoroughly implement the new development concept,the Chongqing Municipal Government implements the innovation-driven development strategy,forms a situation in which the innovative elements are fully flowed,and the scientific and technological vitality is formed.The core position of technological innovation is strengthened as the core,and high-quality scientific and technological enterprises are cultivated.Based on the above background,it has laid a practical significance for studying the development trend and innovation efficiency of Chongqing's science and technology enterprises.First of all,by combing the research results at home and abroad,expounding the relevant theories,providing theoretical basis and realistic basis for the research content of this paper,and defining and explaining the core concepts of this paper-technical enterprises and enterprise innovation efficiency.The status quo of Chongqing's science and technology enterprises is summarized from three aspects: overall development situation,enterprise performance and policy environment.Based on a good development trend and a favorable policy environment,it has laid a practical significance for exploring the innovation efficiency of Chongqing's science and technology enterprises.Secondly,this paper selects 283 complete and sound scientific and technological enterprises from the database of Chongqing science and technology enterprises as the sample,the time span is 2016-2018.Using the DEA-BCC model and the Malmquist index tool toscientifically evaluate the comprehensive efficiency,pure technical efficiency and scale efficiency of science and technology enterprise innovation from the perspective of input and output;and analyze the dynamic changes of the three efficiency values.Then,based on the company's own perspective,the R&D personnel participation intensity,R&D capital investment intensity,enterprise labor productivity,enterprise international operation and corporate profit rate are the main factors that measure the overall efficiency,pure technical efficiency and scale efficiency of the innovation of Sci-tech enterprises.Using the Tobit panel regression model,an empirical analysis was performed with the following conclusions:From the calculation results of the DEA-Malmquist index method,it is found that the comprehensive efficiency,pure technical efficiency and scale efficiency of the current science and technology enterprises in Chongqing are in a non-DEA effective state.Pure technical efficiency has not yet made significant progress,scale efficiency has improved significantly,and at the same time led to the development of comprehensive efficiency,that is,the lack of technological innovation level is the main reason for restricting the efficiency of enterprise innovation.From the regression results of Tobit panel,it is found that the participation of R&D personnel,the intensity of R&D investment,and the labor productivity of enterprises are significant factors that affect the comprehensive efficiency,pure technical efficiency and scale efficiency of science and technology enterprises.Therefore,strengthening the cultivation of R&D personnel,rational investment and application of R&D funds,and further improving labor productivity;attaching importance to the research and development of core technologies and improving product quality is to enhance the competitiveness of enterprises in the market,and is a key means for Chongqing's science and technology enterprises to continuously improve their innovation efficiency.
