An Analysis Of The Efficiency Of Financial Support For Agriculture In Shandong Provice

Agriculture is the foundation of national economy.Agricultural development is of great significance to the prosperity of politics,economy,culture prosperity and stability of society.The development of agriculture can promote farmers' income,improve their quality of life and improve their living standards.In recent years,the government attaches great importance to the issue of "agriculture,rural areas and farmers" and constantly expands the scale of financial support for agriculture.However,due to the limitation of financial support for agriculture,it is necessary to change the mode of agricultural development and constantly improve the efficiency of financial support for agriculture,so as to promote the development of agricultural modernization and contribute to the development of national economy.Shandong Province is a major agricultural province in China,which plays an important role in the development of national agricultural economy.In 2018,the total financial expenditure for supporting agriculture in Shandong Province reached 99.85 billion yuan,which is the highest value over the years,but the efficiency level of financial support for agriculture is still low.Therefore,it is necessary to further put forward measures and suggestions to optimize the financial policy for supporting agriculture.On the basis of summing up the relevant experience at home and abroad,this paper uses a variety of analytical methods,such as theoretical analysis,statistical analysis,comparative analysis,empirical analysis,etc.,to carry out relevant research on the efficiency of financial support for agriculture in Shandong Province.First,the paper analyzes the current situation of agricultural financial expenditure in Shandong Province from the aspects of scale and structure,then uses Tobit of random effect in the empirical part.The model makes regression analysis on the external influencing factors of the comprehensive efficiency of financial support for agriculture in Shandong Province,and draws the conclusion that the efficiency of financial support for agriculture in all cities of Shandong Province is generally not high,most of them are in the stage of diminishing returns to scale,the agricultural development mode can not effectively transform input into output,the agricultural infrastructure is not perfect and the utilization rate is low.Finally,on the basis of the above conclusions,this paper puts forward the following countermeasures: planning the scale of financial support for agriculture,strengthening the fund management;optimizing the financial support for agriculture fund structure,accelerating the construction of agricultural modernization;accelerating the speed of urbanization,promoting the development of local economy.
