A Study Of Efficiency Evaluation Of Fujian Province’s Fiscal Expenditure For Agriculture And Its Influential Factors

Agriculture is the basis of national economic development."Three Rural Issues" are an important problem related to the overall situation of national development and plaguing the construction of new socialist countryside,all-round establishment of a well-off society and building of a socialist harmonious society.However,the finance,on the one hand,provides the funds for solving the "Three Rural Issues",and regulates and controls the direction of agricultural development on the other hand.Therefore,how to use the limited fiscal fund to give play to its effectiveness in supporting agriculture to the maximum extent has become the the problem that urgently needs to be solved by the governments at present.This paper,with the efficiency of fiscal expenditure for supporting agriculture in Fujian Province as the research object,studies the service efficiency of fiscal expenditure for supporting agriculture in Fujian Province and the factors that affect this efficiency.This paper firstly reviews the literature both at home and abroad,and briefly introduces the basic theories such as basic theory of agriculture,agricultural investment theory and agricultural macro theory,etc.Then,it analyzes the current situation of fiscal fund for supporting agriculture in Fujian Province from 2007 to 2015,and observes that the total expenditure of fiscal support for agriculture in Fujian has been increasing constantly.However,compared with the overall fiscal expenditure,it is obvious that the fiscal support in agriculture is not substantial enough and the growth rate is not stable,which are inconsistent with the growth of fiscal revenue,with obvious regional differences.Next,it conducts analysis and research on the allocation and use condition of the fiscal fund for supporting agriculture in 67 counties,cities and districts in Fujian Province during 2007-2015 by way of the data envelopment analysis(DEA model),and draws the following conclusions:The effective allocation rate of fiscal fund for supporting agriculture is lower,the technical efficiency value is lower than the pure technical efficiency value and scale efficiency value and there are obvious efficiency differences between various counties and cities.There are several reasons for the low allocation rate of funds for supporting agriculture,such as the decision-making mistakes of governments,inadequate supervision and management and structural deviation of fiscal support in agriculture,etc.On this basis,the factors that affect the efficiency of fiscal expenditure for supporting agriculture in 67 counties(cities and districts)are analyzed by Tobit model.It is found that the efficiency of fiscal expenditure for supporting agriculture is significantly positively correlated with the net income per capita,fiscal expenditure per capita for supporting agriculture and per capita output value,while it has no obvious relationship with the urbanization rate.Based on this,this paper puts forward some suggestions on how to control the scale of fiscal expenditure for supporting agriculture,strengthen the supervision of fund use,enhance the infrastructure construction,optimize the structure of fiscal fund and accelerate the process of urbanization so as to promote the efficient and rational use of fiscal fund for supporting agriculture in Fujian province.
