In this paper, we first outline the study of evaluation techniques in industrial land, clarify meaning of the stock industrial land and land use assessment techniques and other related theories and clear the evaluated ideas starting from the industrial and enterprise land by analyzing the factors affecting the intensive use of industrial land and the current situation of Wanjiang City Cluster. Based on five type of industry in Wanjiang city, we built the evaluation index system of industrial land and business land and determine the evaluation model and the potential calculation method. Then we propose the Analytic Hierarchy Process and Delphi Process combination method to determine the index weight, and get the ideal value targets used in Wanjiang city cluster with application and promotion through the target method, experience method and expert consultation method. Finally a complete evaluation technique of stock of industrial land is formed. According to the evaluation results of industrial land in development areas, the total intensive degree of industrial land in Chizhou Economic and Technological Development Zone, where equipment manufacturing industry is the leading industry is 74.98%, which belongs to the more extensive utilization levels, so there is potential to be tapped; In terms of the evaluation results on enterprise land level in development zones, the highest proportion of companies achieve a high level of intensive land use in equipment manufacturing enterprises, followed by raw industrial enterprises, and high-tech industry categories, textile industries and modern service classes are low level of intensive degree relatively. Therefore Chizhou Economic and Technological Development Zone shall focus on tapping the potential of high-tech industry categories, supervision and management of the textile industry and modern service enterprises class land, and improve the overall level of intensive use of industrial land in development zone.Based on the applications results of evaluation techniques, this paper presents the thought in two ways:evaluation techniques on the stock of industrial land and intensive use technology of industrial land. In evaluation techniques on the stock of industrial land, we should first define a clear evaluation level according to the evaluation objects; secondly, we must construct a reasonable evaluation index system for evaluation purposes and the characteristics of the evaluation objects; finally, because the ideal value will directly affect the results of the evaluation, the ideal value evaluations must be adapted to the level of socio-economic development of the region, and the direct use of the ideal value developed areas is not consistent with reality. In the industrial land intensive use, we should first strengthen that the overall land use planning controls on land use effects, not only inquiry the purpose and size of the pre-land, but also make the interface work with other programs and the development stage of the land use plan; Secondly, development area itself should adopt measures to establish entry and exit mechanisms to strengthen supervision and management; Finally, land and resources management departments at all levels must play a good control functions on land supply, land use and other aspects of the case publicity.
