Agricultural Technology Extension Of Agricultural Machinery Farmers Cooperatives In Heilongjiang Province

In 2012, the No.1 document of central government explicitly proposed to "rely on science and technology innovation driven, leading support modern agricultural construction and the promotion of agricultural technology extension ability, develop social services". But at the same time, the traditional agricultural technology popularization system and mode has been unable to meet the needs of farm ers for agricultural science and technology, the lack of the township, the village level agricultural technology extension departments to seriously affect the new agricultural technology extension service, so promoting the development of agricultural science and technology, innovation of popularization system and mode is the route one must take the new period to promote the agricultural industry development and the realization of modern agriculture. Agricultural science and technology achievements to transform applied to agricultural production, not only have the channels, but also have a good platform for the transformation of scientific and technological achievements,agricultural cooperatives is a good platform for the promotion of new agricultural science and technology. The level of agricultural mechanization of farming is high, while its c ooperative organization form is the farmers and t he government, universities, research institutes and enterprises link, forming a close contact with the parties, as well as its land,land contiguous to larger scale, operating a wide range of characteristics play in the agricultural science and technology promotion demonstration effect, become an important carrier the advantage of platform and service "the popularization of agricultural science and t echnology agriculture". Agricultural cooperatives, although through the promotion of modern agricultural technology, play an important role in ensuring food security, promoting the increase of farmers’ income, but in the technology extension service process there are problems and certain constraints, how to sol ve the agricultural technology extension problem to carry out these restricting agricultural cooperatives are the final aims of the research.This research was based on the visiting 36 agricultural cooperatives, using the method of literature, investigation analysis method carried on the analysis to the Heil ongjiang Province agricultural cooperatives to carry out agricultural technology extension service in questionnaire design, innovation of t he agricultural technology extension in the n ew service main body-- the establishment of agricultural cooperatives, agricultural science and technology extension pattern of th e agricultural cooperatives as the ce nter, to elaborate the significance of agricultural cooperatives in agricultural technology extension, to clear agricultural cooperatives as the agricultural technology promotion platform and exemplary role, change people to agricultural cooperatives, agricultural technology extension function does not have the idea of.This research mainly has four parts: the second chapter on the concept of agricultural cooperatives, agricultural technology extension is defined, define the sub ject and object of the research; the third chapter is the core part of the research, in Harbin City, Qigihar City,Heihe City, Suihua City, 36 agricultural cooperatives, agricultural technology extension services to the real situation of the summary, the basic status in Heilongjiang Province agricultural cooperatives and agricultural technology extension service status and performance, clear d emonstration effect of the carrier to carry out agricultural technology extension service to agricultural cooperatives for; the fourth chapter according to the Heilongjiang province agriculture machinery cooperatives of agricultural technology extension, the existing problems and restricting factors in the process of the extension of the analysis; the fifth c hapter is the final result of this st udy, put forward some suggestions to improve the Agricultural Technology Extension Service of agricultural cooperatives in Heilongjiang Province, namely in th e enhancement of agricultural extension staff occupation skill, strengthening the construction of agricultural technology promotion team to im prove the promotion personnel evaluation index system, agricultural technology training and the introduction of agricultural promotion personnel three aspects; through guiding investment in many agricultural technology promotion, the implementation of projects of agro technical popularization subsidies on the property, increase agricultural cooperatives Government support to expand the agricultural technology promotion, agricultural cooperatives support; to build agricultural cooperatives as the mainstay of th e agricultural extension service network; improve relevant laws and regulations, policies and regulations.
