Research On Level Of Fiscal Expenditure On Social Security Of Jiangsu Province

With the rapid development of Chinese economy and society, how to meet the needs of social security for the masses has been identified as an important content of the work of government departments. According to the research and practice of social security, gradually improve and perfect the social security system is an important part of deepening economic system reform. Social Security is the balancer of social justice, not only it affects the expenditure situation and the level of financial burden of all government departments to a great extent, but also it relates to the social welfare for all social members and political stability. As the main source of social security, the fiscal expenditure on social security has an influence on the development status of the level of social security. The rational level of fiscal expenditure on social security can make remarkable promotion to both social security system and social and economical development.Based on the data of fiscal expenditure on social security of Jiangsu Province, this thesis deeply analyzes the level of social security of Jiangsu Province. The paper begins with the background and the significance of social security, it states the current situation of research on social security and the level of social security at home and abroad. After describing the research approach and specific methods, it defines the concept of social security, contents and the measuring indexes of the level of social security expenditure. Then it details theoretical bases of social security. According to the data of fiscal expenditure on social security of Jiangsu Province from 2005 to 2012, and using the corresponding measuring indexes, it compares the level of fiscal expenditure on social security of Jiangsu Province with the national level, and makes a longitudinal comparison of historical data and a horizontal comparison of different provinces, at last it analyses the economical adaptation. According to the analysis, we can find the problems as following: relatively inadequate investment of fiscal expenditure on social security, irrational structure, the still-imperfect regulatory system. Factors such as economic growth, population aging, negional differences and temporary governmental policies are the main causes of the problems.Combined with the actual condition of Jiangsu Province, in order to improve the level of fiscal expenditure on social security, first of all we should promote the economic development, improve the quality and efficiency of economic development, increase financial investment in social security and provide adequate material basis for social security expenditure. Next, it is better to make reasonable adjustments for project structure and Urban-rural structure of social security expenditure, especially to increase investment in rural areas. Finally, we should improve the budgetary mechanisms and regulatory mechanisms to ensure the implementation of social security expenditure.
