It is fact that the country’s Financial social security expenditure promote the economic al growth, the lower the level of the fiscal social security expenditure spending and the unreasonable expenditure structure don’t promote the economic development. Therefore, the Government increase financial social security expenditure, at the same time the Government regulate the structure of the fiscal social security to contribute the economic development.In this paper, economic growth theory, consumption theory and investment theory as the theoretical basis, establish the economic growth model, and the five variables of fiscal expenditure structure included in the model of social security, analysis the structure of the fiscal social security how to affect the economic growth. From the present situation of financial expenditure and economic development of Guangdong Province, select Guangdong Province’s data from 2001 to 2013, use the Granger test, stability test and Empirical test to analysis the Structure of the fiscal Social Security of Guangdong Province on the impact of the Economic Growth, analysis the social insurance fund grants, administrative retired grants, employment subsidies, urban and rural minimum guarantees, subsidies for natural disasters promote the economic development in Guangdong Province, as well as the specific impact of economic growth. The empirical results show that the structure of the fiscal social security projects impact on economic growth is different. On this basis, learn from foreign finance social security expenditure advanced theory and practical experience, Guangdong Province proposed to increase the fiscal social security expenditure and adjust the structure of the fiscal social security.
