Finance lease is a kind of finance, directly raising commodities rather than raising money. Financing lease can guide the credit funds flowing to the entity economy, prompting enterprises upgrading of technology and equipment. Besides, it has the unique superiority and the financing channels to improve innovations in small and medium enterprises. Since financial lease has these advantages, it has developed rapidly over the past several decades since it was been set up. Now, financial lease becomes a mainstream finance mode, only second to bank credit.In 1981,the introduction of financing lease bring to China, relative to Europe, the United States and other western developed countries, financial leasing in China started late, development slow, the risk control of the entire leasing industry is relatively weak, a key indicator to measure the development of financing lease is still very low permeability of the financing lease. But after 20 years of development in our country, the importance of financing lease in the national economy began to emerge, the contribution rate of GDP has increased year by year, at present our country finance leasing in good development momentum. With the enlargement of business, enterprise involves the increasing complexity of the project, in face of these new challenges and integration, one problem should not be ignored: the financing lease of risk management. Risk in the company has a great influence to improve profitability and competitiveness, how to effectively avoid risks, minimize risk will be the future problem.For finance lease, the core is risk management. If the risk is too high, which means that the potential loss caused by the risk outweighs the potential benefit, it be improper to carry out financial lease. If the risk is too low, the power of financial lease will not be full released, which is a waste of resources and leads to slow growth of businesses. Although financial lease has been a glowing period of development in our country, there is a lack of practical and widely used approach that could quantitatively analyze the financial lease’s risk. Many financial lease companies does risk management by intuition or qualitative analysis of potential risks. This paper bring ups an approach that quantitatively analyze potential risks of financial lease, to help managers to have an object understanding of the risks before doing risk management.Used the method: fuzzy comprehensive analysis method of fuzzy mathematics, andcombining the APH method of analytic hierarchy process(ahp) and CAMELS rating of the financing lease in seven aspects were analyzed and evaluated. The purpose of this study is based on the risk management for financial leasing, better provide theoretical support for financing lease enterprise healthy development, and try to use a new method to assess risk in order to make the size of the decision makers better identification, prevention and control risk, put theory into practice.This paper takes the development of financing lease in many countries of the world as a background and start with the development history of China as a starting point. Made a theoretical analysis of financing lease and its risk, and expounds the theory of four pillars supporting the development of financing lease. The innovation of the article is through using CAMELS rating method, on the basis of the six elements, we introduce a new aspect: the market management environment factor. In the following research, I will focuses on the influence of the new elements about the risk.
