The Study Of Moderate Scale Land Management Of Rice Growers In Hefei City

China has a large population,Arable land resource per capital is limited.lt has something with Food Security in China that how to make full use of arable land resources,which should be paid enough attention. In recent years,with the futher transfer of rural labor,more and more people care about who can cultivate a lot of idle land in rural areas.Some scholars propose to make the land transferred to some people to develop scale operation.By this way,the idle land will be reduced,on the other hand,the traditional small-scale decentralized mode of operation will be changed and scale and modern agriculture can get developed. Land transfer has been accelerated by a seriers of supporting policies made by the government.Rural land is transfered to professional famers,family farms and farmers’ cooperatives. As a main producing and net recall province,Anhui Province is representative. This paper investigates land centralized scale operation which is managed by family farmers,based on data of rice growers in Hefei CityThe main contents of this research follows:The first part discourses condition and significance to develop moderate scale land management from aspects of status of land resources,advantages and disadvantages of scale land management,national policy supports,aging of rural labor and development status of scale land management;The second part summaries existing research results at home and abroad from aspects of efficiency of moderata scale land management,moderata scale estimation and factors to scale land management by two perspectives of theoretical study and empirical study; The third part introduces theoretical basis of moderate scale estimate,including expanded C-D function,suppose of perfectly competitive market and Profit maximization model;The fourth first analysises household characteristics and input-output conditions in different sizes by comparative analysis,followed by estimating moderate scale of rice growers in HeFei city based on profit maximization model;The fifth part first assumes possible factors to moderate scale land management, then testing assuming factors initially by comparative analysis and excluding the variables which have weak correlation,at last,taking scale as dependent variable and initial screened variables as agument variable to establish multiple linear regression models to do some quantitative analysis.The final part of this paper proposes countermeasures to develop moderate scale land management based on the preceding analysis.The main conclusions of this paper are:(1)the moderate scale of rice growers in HeFei City is 8.25hm2 based on profit maximization model,most sample farmers do not get the scale and moderate scale land management should be promoted.(2)the location of land,economic conditions of farmer,farmer’s identity,degree of mechanization,technology needs and cost of borrowing funds all influence moderate scale land management remarkablely,while,Agricultural subsiby and insureance influence moderate scale land management unremarkablely.Policies like farmland abuse prevention,complementary resources between famers,unearthing potential business entities,riching source of technology information, increasing funding sources and perfecting subsiby and agricultural insurance policies should be taken to promote scale land management.
