Research Of Land Consolidation Pattern Based On Beautiful Countryside Construction In Anhui Province

This paper research the relationship between the land consolidation and beautiful countryside construction based on analyzing their connotations. That land consolidation is an important means to achieve the overall goal of building the beautiful countryside construction; the beautiful countryside construction provides an important platform for the land consolidation.Secondly, summed up the beautiful countryside of Anhui start building practices in land consolidation and beautiful countryside building, land consolidation work summarizes the problems from operations, financing, organization and management perspective.Focus on the researching of the operation pattern, financing pattern and organization management pattern of land consolidation.According to " Anhui Land Consolidation Plan (2011-2015) " and " wonderful Anhui Rural Construction Plan (2012-2020) ", divided the land consolidation of Anhui Province into four operating modes areas, namely Huaibei plain area, Jianghuai hilly area along the plains of West Anhui Wannan hilly area and analyze the status of the four zones of land resources and land use problems, accordingly proposed and promoting rural development and better reflect the characteristics of the four zones of land consolidation operating mode.Research on the existing land consolidation financing pattern of Anhui province, divided the land consolidation nonprofit according to the nature of the land consolidation project, land consolidation and semi-public welfare land consolidation operations, and were studied for different nature of the land consolidation project financing pattern:the market -based financing, policy -based financing operations, supplemented by land consolidation project financing mode; policy -based financing, finance and market financing, supplemented by semi- public welfare land consolidation project; fiscal financing Lord, supplemented by financing public welfare policy of land consolidation project financing mode.Examine the problems of existing land consolidation project in organizational management, proposed a new organization and management pattern of government guidance, public participation based on the perspective of the stakeholders.Finally, draw conclusions of this study, and discussed how to carry out the land consolidation work better in the context of the beautiful countryside construction in the future from three aspects:the construction of land consolidation pattern should coordinated with beautiful countryside construction; land consolidation planning should match with the beautiful countryside construction planning; the land consolidation should synchronous propulsion with the rural land system reform and beautiful countryside construction.
