The food crisis and the human and land conflict around the world make every country aware that land resources should be used reasonably. China implement a basic national policy of cherishing and rationally using every inch of land, and effectively protecting farmland, to hold the red-line of1.8billion mu farmland and achieve a dynamic balance of total farmland area. With the spreading of new socialist countryside construction, China emphasizes more importance on rural economic and social development. Every year, we spend as much as a hundred billion on land consolidation projects, to increase the amount of farmland, enhance land productivity, and improve rural production and living conditions. Land consolidation is becoming an important method and an important part of the new countryside construction. And the new countryside construction gives land consolidation a wider platform and richer contents. The combination of new countryside construction with land consolidation is becoming an inevitable trend, and the evaluation of their benefits must consider the combined effects of project. Only in this way can the projects effects be evaluated objectively and be usable reference to projects in the current period. This paper study on comprehensive benefits evaluation of land consolidation based on the background of new countryside construction, and the main contents include the following aspects.(1) Based on summarizing and comparing the studies about land consolidation and rural development at home and abroad, this paper investigated the relationship between land consolidation and new countryside construction. Then it built theories about land consolidation and rural development, introduced the related theories and their application in this paper.(2) Based on summarizing the studies about the index system of land consolidation, according to both target of land consolidation and new countryside construction, following the principle of combining land consolidation with new countryside construction, this paper built the comprehensive benefit evaluation index system of land consolidation and new countryside construction. In the system, the comprehensive benefit of land consolidation and new countryside construction is seemed as the overall goal. The criterion level objectives include the development of production and living off benefit, civilization and tidy village benefit, democratic management benefit. The index level selected21evaluation indicators which can affect the three sub-goals achievement. (3) This paper used AHP to calculate weights of evaluation index system, established fuzzy comprehensive evaluation model and got the fuzzy membership matrix through investigation. Then the land consolidation project in Tingzu town, Echeng district, Ezhou city, which is pilot area of urban and rural integration work, was taken as the example and did the multi-level fuzzy comprehensive evaluation. The evaluation result reveals the following conclusions. First, the overall goal and sub-goals all belong to "somewhat good" rating in both the grades and scores. Second, each sub-goal’s score is evenly distributed, which is due to the fact that our country change the focus on economic to pursuing multi-benefits. But the overall goal and the sub-goals haven’t get "good" rating, which indicates that the combination of new countryside construction with land consolidation has to be improved.The evaluation took the new countryside construction’s requirements for the land consolidation into account, which makes the results more real and more objective. All in all, this paper can promote the development of evaluation theory and provide reliable reference value for practice, which can promote sustainable development for land consolidation work.
