Project management has a very long history, which existing many industries, like the Great Wall construction in ancient times, the war operation in recent times, and the recent IT and estate industry. Now, with the development of IT, the business model triggered by internet, mobile internet,020, internet of things and the cloud computing, are springing up everywhere, which promote the third wave of industrial revolution.In this large revolution wave, the focus of enterprise competition gradually transfers to supply chain competition and business competition from capacity competition and relationship competition, finally come to platform competition. In this process, project management becomes a core management bases on human resource, which also gets theory and practice attention. The Psychological capital research is gradually used in management practices, with the analysis of management thought and creation model base on positive organizational behavior.This article bases on project management theory, human resource management and psychological capital, firstly analyses the human resource management in project management, the match of human psychological capital value and position. Secondly, combining the characters of project management and the international and local psychological capital analysis, this article proposes psychological capital critical element, difficulty and key points. Meanwhile, this article advocates the psychological capital assessment can be assessed and controlled and promoted in project management practice.The psychological capital assessment has an integrated methodology, which is composed by systematic evaluation, including goal evaluation, implementation evaluation, application evaluation and improvement evaluation. This system is convergent with project management basic theory and architecture, this article according to which, raises a evaluation architecture of project human psychological capital, which including indentifying project, evaluation plan, evaluation implementation, evaluation conclusion and project improvement.Then, taking the T Company’s OW project as an example, this article will assess the psychological capital architecture and project human resource psychological capital, and state the value of evaluation, solution adopted, and application effect. According to a real-life case, this article thinks this psychological capital evaluation architecture proves some practical values; will bring big theoretical and practical implications in project management.Last but not least, this article conceives the potential application, scope and possible improvement in the project psychological capital evaluation, and thinks that the psychological capital will become more and more popular, which will be developed, innovated and further used in theory and practice.
