On the one hand with the deepening of reform and opening up as well as Shanghai air transport center to promote the strategic development plan, Shanghai airport entry and exit ports number of routes, flight size and number of passengers rose rapidly emerged; on the other hand, Customs to expand non-traditional functions, different transit mode startup and Department for strengthening the entry and exit of passengers baggage regulatory tasks assigned, so the contradiction between the amount of customs supervision and regulatory resources, between administration and efficiency in Shanghai port customs becomes more prominent, the immigration field urgent manner with risk management and improvement of customs supervision through the optimization model to solve the current difficulties faced by law enforcement.This paper describes the risk management system in Shanghai airport customs of passengers clearance experienced several stages of development, and in this process customs clearance for the same period the impact of regulatory approach, combined with the current regulatory clearance in the face of the actual situation and the existing the risk management system has exposed the problems raised through integrated risk management approach within the system of customs co-ordinate various risk management, and as a guide to explore more co-ordinated, efficient and streamlined regulatory model passenger clearance.Part Ⅰ describes the Shanghai airport customs clearance work is facing four major developments and existing regulatory difficulties, on this basis, leads to the risk management system for the significance of customs; Part Ⅱ by reviewing risk management in the development process of the immigration channels and in the meantime for passenger clearance system impact, summed up the risk management process of implementation has been achieved; part Ⅲ focuses on the risk analysis of the current regulatory model that exists in the operation bottleneck problems and continue to develop, on the basis of integrated risk management proposed research; part Ⅲ systematic exposition of the theory in integrated risk management framework to resolve the current regulatory dilemma countermeasures, namely from the management of classified clearance system, the means of networking technology, legal diameter line inspection authority, organizational most of the system restructuring and the way customs clearance process reengineering five aspects of the Shanghai airport customs clearance channels implementing integrated risk governance model feasible way...
