Study On Operations Mode Of "Large-scale Simplification Of Customs Clearance Procedures" At Tianjin Airport

Today, the world Economy is still under its way of globalizationand the International Trade is becoming more frequently than everbefore. From the perspective of our country's economy, China isexperiencing the economic upgrading process and demonstrating anexcellent developing trend. Under such a large-scale Import & Exportsituation, the airport customs clearance efficiency has become the mostdirective and important factor to affect the investment and tradeenvironment of a country or an area.At the same time, new trade model, transportation mode andproduction & operations method are appearing one after another. TheImport & Export businesses, especially those who adopt the globalpurchasing, global assembling and global marketing, call for improvingcustoms clearance efficiency, realizing convenient logistics and thefacility of international trade. So, it is important to master the globallogistical rules and characteristics, realize the new operations model,such as"Zero stock","JIT supply"seamless connection amongbusinesses to satisfy the businesses'diversified customs clearance needs,construct new high efficient and facilitated customs clearance mode andimprove its efficiency.Tainjin Airport s a window of the opening and reform policy, andits"Rugby-shaped"customs clearance mode is no longer suitable for thecurrent developments. Hence, it is urgent to reform the current customsclearance mode and establish "Large-scale simplification of customsclearance procedures" to improve customs clearance efficiency andrealize quick and facilitated customs clearance. This paper examines thecurrent clearance environment and its problems, analyzes the necessitiesof establishing "Large-scale simplification of customs clearanceprocedures", compares the home clearance modes with those of foreigncounties. Based on the above analysis, the author presents a"dumbbell-shaped"customs clearance mode under the idea of "Large-scalesimplification of customs clearance procedures" and the concreteimplementations of realizing the presented mode.
