The traffic problem in Hangzhou, which not only has the universality during the urban development at home and abroad, but also has the specificity that caused by historical evolution, city positioning, spatial layout and other factors. As a open scenic in the center of Hangzhou, the West Lake with the Pattern-The West Lake and Hangzhou are an organic whole and mutually integrated, which makes the traffic management harder. Based on the theory of Traffic Demand Management and collaborative governance, using the experience of domestic and foreign practice dealing with the open scenic traffic governance for reference, this thesis will take the West Lake scenic spot as a illustrative case. By analyzing and evaluating its traffic situation, characteristics and causes, this research points out that the transportation development in the West Lake scenic spot should be transformed from traditional management model to the management control model which is dominant in traffic diversion, demand management and bus priority. The difficulty and innovative point are that the formulation about the open scenic spot is relatively new, the experience is rarely available, and the comparability with the foreign corresponding traffic and stream of people is fairly weak, thus it is difficult to operate the strategies and suggestions. In this thesis, corresponding traffic strategies and measures will be proposed in terms of three aspects--qualitative, quantitative, and specific. Thereby, a sustainable transportation environment for the management of the open scenic spot in our country can be created.
