In recent years, the argument between "price rising" and "free in price" of the public scenic spot gradually becomes the focus attention to the whole society. People also carry on a further research on the strategy of free in price for a variety of public spots. There exist not only the successful samples, but also the aborted experience. The practicability of free-opening for the public spots has been confirmed. However, this practicability is not suitable generally, which is also constrained by the specific conditions. To fulfill the basic constrained conditions, we have to consider that what kind of public spots can be free-opened and what kind of institution deign can make sure the operation stable. The solutions of these questions are important to the economic society development and public welfare improving. At the same time, this is also a new exploration for public affairs management, which means we should understand how to avoid the tragedy of the commons upon the free in price rule.This dissertation starts from the angle view of institution analysis, makes an economic analysis and summary for the free-opening condition based on the typical cases of West Lake Scenic Spots. Thus some actual conclusions have been arrived at. What’s more, based on the actual conclusions obtained, a further exploration is carried out and three basic conditions for free-opening public spots are raised. Pay close attention to the pivotal conditions:the internalization of positive externalities. Finally, make the institution changing analysis for the all free-opening process by the use of institution analysis method, come to the general conclusion of the free-opening institution establishment and design.There are5chapters in the main text of this dissertation. In chapter2, the fundamental environment of the free-opening, the main events happen in the process and the related system reform are elaborated in the round. Meanwhile, an evaluation of the main affairs in the process and related system reform is developed. Come up with the actual conclusion of the free-opening in the scenic spots. Chapter3first demonstrates that the economic attribute of the scenic spots is club goods owing externality. And then come up with three fundamental conditions of scenic spots under the angle view of analysis of supply and demand of public goods. The previous two conditions relate to the nature attribute of the scenic spots. The third one, the internalization of positive externalities, becomes the main problem for the system designers. The main problem is discussed in the chapter4, Arriving at three necessary system conditions to implement the free-opening system. The final chapter gives a conclusion of the previous cases analysis, theoretical analysis and system analysis, putting forward eight necessary conditions for the free-opening of public scenic spots. At the mean time, the suitable policy suggestions are developed.
